Definition

The Chief Technology and Information Security Officer (CT/ISO) provide strategic leadership and guidance in all areas of technology and security administration. Supporting the CIO, the CTO/ISO leads initiatives in budgeting, resource management, policy formation, technology evaluation, cyber security, and service delivery. Provides leadership, direction, and support of technical and administrative components of the organization's security and risk management program. This role ensures the IT strategy aligns with the organization's strategy and its business goals, particularly focusing on technology, infrastructure, security and risk management. The CTO/ISO acts as a principal IT officer in the absence of the CIO, guiding executive-level decisions and overseeing mission-critical projects. This job class is treated as FLSA Exempt.

Examples of Tasks

  1. Leadership and Staff Management:
  • Manage and develop high-performing technology and security teams, ensuring effective communication, training, coaching and performance evaluation.
  • Cultivate a culture of accountability, innovation, and strategic collaboration.
  1. Strategic IT and Security Planning:
  • Lead the development and implementation of technology and security strategies to support organizational goals.
  • Prioritizes information technology and security initiatives and coordinates the evaluation, deployment, and management of current and future technology and security projects.
  1. Security Administration
  • Direct the system, network, endpoint, and Security team to ensure compliance with NIST and HIPAA cyber security standards, policy and administration.
  • Develop and maintain contacts with local, and federal cybersecurity
  1. Governance and Policy Oversight:
  • Assist the CIO in governance, portfolio management, and service delivery.
  • Develop and implement IT policies and procedures to meet federal regulations and industry standards, including HIPAA compliance.
  1. Security and Risk Management:
  • Direct the organization's HIPAA security and Risk Management Program, including incident response, audit log review, and security training.
  • Oversee organizational security awareness initiatives and ensure alignment with regulatory and compliance frameworks.
  1. Cross-Institutional Collaboration:
  • Foster strategic partnerships across departments to deliver enterprise-wide IT services.
  • Represent IT in institutional committees and executive-level projects as delegated by the CIO.
  1. Technology Innovation:
  • Analyze emerging technology trends to align the IT roadmap with business innovation and efficiency goals.
  • Implement best practices in system architecture, design, and operations for service-oriented IT delivery.
  1. Miscellaneous: Performs other work-related duties as assigned to ensure or enhance department operations.

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of the history, culture, laws, rules, customs and traditions of the SRPMIC.
  • Knowledge of the purpose, current issues, projects, organization, policies, and employee responsibilities of the division to which assigned.
  • Knowledge of healthcare operations
  • Knowledge of healthcare industry regulations and compliance, including HIPAA.
  • Knowledge of standard healthcare organizational metrics
  • Knowledge of IT service management (ITSM) processes, incident/change/problem management, and ticketing systems (e.g., ServiceNow). ITIL framework knowledge or certification preferred.
  • Skill in problem solving and analytical skills, with a strong focus on improving patient care processes.
  • Skill in customer service and communicating with healthcare professionals
  • Skill in project management and program development, monitoring, evaluation, and change management.
  • Skill in office technology including Microsoft Office Tools, Teams, SharePoint, EPIC, etc.
  • Skill in system cloud, and network architecture, as well as cyber security tools used to manage technical environments.
  • Ability to solve problems independently and escalate multiple team members as needed
  • Ability to work professionally and collaboratively with all levels of leadership
  • Ability to multi-task and organize priorities, work autonomously, establish timelines, coordinate multiple tasks, events, and project timelines
  • Align team priorities with broader organizational goals, identifying opportunities for innovation and operational efficiency.

Minimum Qualifications

Education & Experience: A master's degree in healthcare technology, information system, or computer science or closely related discipline.

  • Eight (8) years of full-time work in managing system, network, cloud, and cyber security environments.
  • Six (6) years of full-time work experience within a clinical facility
  • Four (4) years in a leadership or senior/lead role

Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filing the position.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill

Special Requirements

  • Employment is contingent upon successful completion of an extensive background check and drug screening. Employees in, and applicants applying for, jobs providing direct services to children are subject to the "Community Code of Ordinances", Chapter 11, "Minors", Article X. "Investigation of Persons Working With Children".
  • Ensures all patient information is kept confidential and complies with Health Insurance Portability and Accountability Act (HIPAA) regulations and SRPMIC HHS policies and procedures.

Retirement Plans

Public Safety Personnel Retirement System (PSPRS): Available to eligible certified police officers and firefighters.

Arizona State Retirement System (ASRS): Available to Salt River School educators.

Paid Leave & Holidays
