The Chief Technology Officer is responsible for implementing the operative principles of applicable federal law (e.g., the Clinger-Cohen Act of 1996, Federal Information Security Management Act of 2002, Federal Information Technology Acquisition Reform Act of 2014, Confidential Information Protection and Statistical Efficiency Act of 2018, Chapter 35 of Title 44 USC) and industry best practices requiring the establishment of a management framework to improve the planning and control of information technology investments and leading change to improve the efficiency and effectiveness of agency operations within IESs unique context, as outlined in the Education Sciences Reform Act of 2002.
Manages several IT infrastructure, services and solutions such as: IT Governance, Risk and Compliance Management, Leadership, and Resource Management Advisory, Architecture and Engineering Management, Security, Budget Oversight and Cost Control, and Contract Oversight throughout all phases of the IT lifecycle ensure IES and partner satisfaction with available technology resources and performance while streamlining costs and ensuring compliance with security requirements. TECHNICAL QUALIFICATIONS (TQs): To meet the minimum qualification requirements for this position, you must show that you possess the Technical Qualifications related to this position within your resume. Your resume should include examples of experience, education, and accomplishments applicable to the qualifications.

There are two (2) TQs:
TQ 1: Demonstrated expertise in providing strategic vision in developing, directing, and implementing IT services, infrastructure, cybersecurity, and information management services for an agency or organization with a mission portfolio of national importance.
TQ 2: Experience in providing guidance to senior management officials in government to align IT program requirement activities with mission program priorities and performance.
