Title: Child and Youth Justice Services ManagerState Role Title: Prog Admin Manager IIIHiring Range: The starting salary range is $110,000 to $116,000.Pay Band: 6Agency: Dept of Criminal Justice SvcsLocation: Dept of Criminal Justice Serv.Agency Website: www.dcjs.virginia.govRecruitment Type: General Public - GThe Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full‑time Child and Youth Justice Services Manager in Richmond, Virginia. This position supports the Division of Programs and Services as manager of the Child and Youth Justice Services Section and may allow limited telework after an adjustment period.What you will do:Manage the day‑to‑day operations of the section in the areas of human resources, program oversight, funding and staff supervision.Provide oversight and management of program coordination, program support, technical assistance, training, and monitoring of state and federal programs.Oversee the preparation of applications for funding, technical reports, and legislative studies by section staff.Oversee the development and implementation of programs.Oversee the administration of state and federal grant programs including, but not limited to, solicitations, reviews, awards, and monitoring.Supervise the work of section staff and assist in securing funds for programs in Virginia.Provide oversight and staffing for appointed advisory committees.Represent the agency at the federal, state, and local levels as required.Develop and nurture collaborative working relationships across agency sections involved in similar work.Develop collaborative relationships with other state agencies as appropriate.Advise on existing projects and lead new and innovative efforts to meet agency, division, and section goals and objectives.Minimum QualificationsDemonstrated working knowledge of Virginia's criminal justice system, with specific understanding of juvenile justice, child welfare, and court systems.Experience managing and prioritizing multiple projects, deadlines, and resources.Ability to interpret and apply state and federal policy and procedures.Experience managing or administering grant funding and knowledge of grant funding compliance requirements.Program planning, development, and implementation experience at state and/or local level.Experience developing statewide and community partnerships.Ability to work effectively with officials from all levels and in all branches of government.Effective verbal and written communication skills, including composing, editing, and proofreading reports, presentations, and correspondence.Ability to create a work environment that maximizes staff performance and productivity.Strong organizational and priority‑setting skills, including teamwork leadership.Knowledge of Microsoft Office Suite (Word, Excel, Outlook, Access, etc.) and internet/email software.Strong oral and written communication skills.Documented teamwork experience and independent work capability.Attention to detail and experience proofreading professional documents.Experience exercising discretion and maintaining confidentiality in a professional environment.Additional ConsiderationsWorking knowledge of government administration, operations, and services.Experience administering and monitoring federal and state grant funds and subrecipients.Experience developing and analyzing policy and legislation.Experience supervising staff and leading teams and team projects.Experience supervising staff who work remotely.Experience working with federal, state, and local officials.Knowledge and understanding of federal regulations governing federal grant funds.Working knowledge of specific grant funding streams and programs related to JJDPA, Children's Justice Act, and/or the Court Appointed Special Advocates Program.Special InstructionsInterview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The selected candidate must successfully complete a criminal background investigation, submit a Form I‑9 (Employment Eligibility Verification) for E‑Verify, and may be responsible for submitting an annual Statement of Personal Economic Interest. A 12‑month probationary period will apply to employees who begin in this position.
