Job Summary:
The Child Support Bookkeeper performs accounting functions to ensure the accurate processing, recording, reconciliation, and reporting of child support payments and obligations. This position maintains child support ledgers, analyzes court orders, resolves payment discrepancies, prepares arrears calculations, and ensures compliance with applicable laws, regulations, and confidentiality requirements. The role collaborates with internal teams, courts, employers, and partner agencies to provide accurate financial information and deliver responsive, human-centered customer service while supporting the effective administration of the Child Support Program.

Essential Duties:

Financial Processing and Ledger Management

  • Process and allocate payments, ledger adjustments, transfers, and case classification changes using appropriate codes within required timeframes to ensure accurate balances and application of funds. 

  • Initiate, maintain, and update child support ledgers and judgment balances based on court orders.

  • Investigate and correct misapplied or lost payments, data errors, and ledger discrepancies within established timelines.

Financial Analysis, Calculations, and Reporting

  • Analyze and interpret court orders and supporting documentation to calculate accurate arrears and financial obligations.

  • Determine balances for various support obligations, TANF, and related fees. 

  • Prepare legal and financial documents, including preparing arrears calculations. 

  • Monitor monthly financial reports, reconcile collections, resolve discrepancies, and prepare required reports.

Systems, Documentation, and Compliance

  • Maintain accurate case information in the Automated Child Support Enforcement System (ACSES).

  • Document all financial activities to support audit, legal, and operational requirements.

  • Ensure accurate reporting and maintain strict confidentiality, including the handling of Federal Taxpayer Information and other sensitive data.

Research, Problem Resolution, and Quality Assurance

  • Research, track, and resolve financial issues, payment discrepancies, data errors, and other case-related problems to ensure timely and accurate resolution.

  • Verify the accuracy of financial records, reporting, and ledger activity while ensuring compliance with policies, court orders, and established timelines.

Communication, Collaboration, and Stakeholder Support

  • Build and maintain positive professional relationships with colleagues, clients, accountants, auditors, clients’ employers, partner agencies, and intergovernmental entities.

  • Serve as a liaison with ACSES, the Family Support Registry (FSR), State Office, other counties, and internal teams including Legal, Enforcement, and Establishment.

  • Communicate professionally and effectively in both oral and written formats.

  • Respond to financial inquiries from internal and external stakeholders and educate employers regarding Income Withholding Orders.

Qualifications

Education:High school diploma or equivalent is required. 

Core Competencies

The ideal candidate for this position is a highly organized, detail-oriented financial professional with strong analytical and problem-solving skills who can manage a high-volume of ledgers with accuracy and integrity. Success in this role requires proficiency in financial reconciliation, debits and credits, and time management, as well as the ability to interpret court orders, calculate financial obligations, and ensure compliance with state and federal regulations. 

A successful candidate will demonstrate:

  • Strong financial expertise and attention to detail in payment processing, ledger management, reporting, reconciliation, and compliance.

  • Analytical and problem-solving skills to resolve discrepancies, interpret court orders, prioritize tasks, and meet deadlines.

Experience: Individuals typically develop these competencies through approximately two (2) years of experience in fields such as:

  • Child Support Services

  • Bank Teller

  • Small business bookkeeping

  • Billing specialist

  • Accounts payable

  • Accounting clerk

  • Other positions requiring highly analytical, precise and detailed case review and documentation.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.

Work is generally confined to a standard office environment.
