Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Public Service Adminstrator of Halth and Human Services for the Children Welfare Empoeee Licensure (CWEL) Manager.  DCFS offers a competitive compensation plan, excellent benefits, and a generous pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership and communication capabilities.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

Essential Functions
Serves as Child Welfare Employee Licensure Manager for Cook and Northern Regions.
Manages and monitors CWEL Program electronic mailboxes and reviews/processes documents and inquiries.
Manages the implementation of CWEL Program rules, policies, and procedures.
Manages CWEL Quality Enhancement Program for regions of oversight.
Serves as a CWEL Program Policy Representative.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Qualifications

Minimum Qualifications
Requires a master’s degree in social work, a related human services field, in business administration, or a juris doctorate
from a recognized college or university.
 Requires three years of administrative child welfare experience.
Preferred Qualifications
3 years of professional experience developing and analyzing reports in a public or private organization.
3 years of professional experience evaluating programs and procedures in a public or private organization.
3 years of professional experience implementing operational programs in a public or private organization.
3 years of professional experience managing or administering a program or service in a public or private organization.
3 years of professional experience managing a complex, closely-regulated program or professional service.
3 years of professional experience in the development and implementation of rules, policies, and procedures in a public or private organization.
3 years of professional experience managing a large program with multiple sites at different locations.
Conditions of Employment
Requires completion of a background check and self-disclosure of criminal history. 
Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
