Major Duties
The purpose of the installation Child and Youth Program (CYP) Administrator is to provide oversight and facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. The incumbent is responsible for planning and executing the installation CYP through the administration, operation and technical direction of any or all of the following programs as applicable to the installation: Child Development Centers (CDC), Family Child Care Homes (FCC), School Age Care (SAC) programs, Youth Programs (YP) and Resource and Referral (R&R) programs. CYP provides full time child care programs, parent education, resource and referral services, and extended staff development programs. In accordance with demand and available funding, CYP may offer hourly, evening, weekend, emergency, and respite child care. The incumbent ensures that CYP functions as one unit through the implementation of an organizational structure that promotes communication among programs as well as information and resource sharing.
Major Duties and Responsibilities:
Serves as the principal advisor and subject matter expert to installation commanders on human service matters affecting children and youth. Major duties and responsibilities include program operations/management, budgeting and financial management, personnel management, policies and procedures, and compliance, among other tasks. These tasks are summarized below.
Program Operations/Management:
Responsible for CYP administration, operation and technical direction, and facilitating identification of child care services and options for authorized patrons. Operates a child placement system, including a central enrollment registry and a single Waiting List (WL) and ensures child care spaces are fully utilized. Coordinates with program Directors to ensure a Parent Participation Plan, including a Parent Board (PB) is implemented as required. Responsible for operating a CYP Inclusion Action Team. Ensures coordination of CYP-wide events and activities. Responsible for implementation of an annual fee policy process. Ensures fluid communication throughout the CYP.
Budgeting and Financial Management:
Responsible for formulating, justifying, monitoring and analyzing variances for the annual APF and NAF budgets. Compiles program statistical data for reports and data calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for the installation CYP. Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Adheres to authorized methods of acquisition.
Personnel Management:
Responsible for the supervision of CYP Professionals and volunteers in accordance with the approved organizational structure. The types and number of Professionals will vary based on actual program requirements. Structures assignments, reviews work, hears and resolves grievances, initiates performance appraisals and corrective/adverse actions, approves and schedules leave for employees. Positively resolves issues with patrons. Executes a unified team concept to include a singular staffing approach that encourages the use of Professionals across the CYP (i.e., working in more than one CYP component; not necessarily assigned permanently to a single program). Ensures all positions are utilized effectively across the CYP. Initiates a targeted, integrated training program, which accounts for the common and unique training needs of Professionals.
Policies and Procedures:
Ensures compliance with all United States Marine Corps (USMC), Department of Defense (DoD), State, Federal and local instructions, standards, regulations, policies and procedures as they apply to the total CYP. Coordinates the development and implementation of local processes and procedures (Standard Operating Procedures (SOPs), to ensure efficient operation and management of the CYP.
Compliance:
Coordinates and maintains documentation for Headquarters and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans in the CYP.
Additional Responsibilities:
Ensures CYP compliance with policy requirements and implements procedural guidance for reporting child abuse. Ensures surveys and needs assessments are developed, implemented and analyzed for appropriate planning and execution. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with Headquarters and statutory requirements. Performs other duties as assigned.
May work a fluctuating work schedule to complete work assignments outside of the typical work hours.
Qualifications
(1) A 4-year degree in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education, Family and Consumer Science (early childhood emphasis), youth recreation, recreation, physical education or related field of study that included a major study in education AND 3 years of full-time experience working with children or youth or monitoring of child development programs.
OR
(2) A combination of education (at least 24 semester hours) and experience that provides knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full-time experience working with children or youth or monitoring of child development programs.
Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver¿s license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
