Description

The Circuit Clerk will be the Appointing Authority for 194 State employees at all management levels, including legal staff, 8 managers, 28 supervisors, and assistant supervisors. Responsibilities include all aspects of personnel issues at all levels of management structure, ensuring compliance with all Federal

and State employment laws and operating rules.

Examples of Duties

Essential Function Examples

Responsible for administering all disciplinary actions, including implementation of any performance improvement plans, while ensuring that all actions are fair, equitable, and in compliance with all Federal and State employment laws. Responsible for writing and implementing personnel policies.

Direct the assessment, collection, disbursement, investment, and accounting for all fees, deposits, and other court costs required by statute and local

court rule.

Ensure recommended accounting guidelines and practices are reviewed on a regular basis, including establishing safeguards, when possible, to ensure that funds are not misappropriated.

Direct and manage the operational support to all County Divisions and Departments for the 21st Judicial Circuit, including civil and criminal jury trials, equity actions, criminal, traffic, and municipal court, probate matters, family court matters, associate civil matters, and small claims cases.

Oversee the development of data collection and reporting requirements relating to the volume and progress of litigation, including receptionist services, court file storage, and destruction.

Responsible for the implementation of new legislation, which includes writing procedures, developing and updating forms where needed, training, and following up on all aspects affected by new legislation.

Serve as liaison between State agencies, St. Louis County departments, banking institutions, and outside vendors. The Circuit Clerk works with many agencies and departments regularly, including: OSCA, St. Louis County Sheriff, Prosecuting Attorney's office, Public Defender's office, County Counselor's office, Probation and Parole, Department of Justice Services, MO Highway Patrol, REJIS, St. Louis County Procurement, Public Works, Court Security, etc.

Perform other duties as required or assigned.

Minimum Qualifications

Equivalent to a Bachelors Degree and six years of related experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicants education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicants earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years.
