General Purpose
This position is responsible for supervising the daily operation of the library circulation department. The Circulation Manager reports directly to the Assistant Director with defined latitude for independent action and decision-making. The position is responsible for the administrative, planning, implementation and supervision and direct service work overseeing primarily circulation and assisting with supervision of the tech center operations, while displaying a high level of computer competencies appropriate to the position. May be asked to supervise overall library services in absence of Director and/or Assistant Director. This role requires schedule flexibility and working one evening per week in addition to occasional weekend shifts.

Essential Job Functions
Administrative
- Understands and enforces the library's policies and procedures, while safeguarding confidential and restricted information, both patron information and information related to personnel and pending organization changes.
- Responsible for administration of financial transactions and procedures as they relate to circulation and tech center services.
- Learn technical procedures using documentation, training, and customer service support and provide understandable interpretations of procedures and policies.
- Resolves public concerns and difficulties, including inappropriate patron behavior, with tact, courtesy, and good judgment.
- Participates in a variety of meetings, committees, consortia and/or other related groups to communicate information regarding services, information resources, continuing education opportunities, and/or other pertinent information as appropriate.
- Resolves operational problems and handles administrative tasks, including assembling appropriate information for the preparation of monthly and special reports.
- Ensures that departmental staff adhere to customer service guidelines and procedures as established by the Library
- Assists Assistant Director by interviewing and selection job applicants for circulation and computer center service areas
- Ability to deal calmly and effectively with a wide range of individuals, in some instances under stressful or emergency conditions.
- Ability to provide outstanding customer service in person, on the telephone, and via e-mail and other forms of electronic communication.
- Ability to serve trespass notices.
- Skills in problem solving and decision making.
- Knowledge of the philosophy and objectives of public library management.
- Assists in Collection Development in directed specialist areas.
- Works collaboratively with Technical Services and Collection Development Manger in the oversight of ILL services.
- Represents the Library in handling patron complaints and disputes in matters pertaining to the circulation of Library materials.
- Oversees and performs all routines associated with the checking in and checking out of Library materials.
- Plans and presents six community programs a year about any circulation aspects of the library.
- Manage or assist in managing the passive programming and various programming that occurs in the Main Reading Room.
- Assists the Assistant Director in the management of the Safety & Security of the building.
Supervisory
- Supervise and perform circulation desk functions, including but not limited to charging materials in and out, registering borrowers, receiving fines and fees, and searching the catalog.
- Direct, train, assign and monitor work of staff and volunteers assigned to Circulation Department operation.
- Schedule staff and volunteers assigned to Circulation Department operations, including absences and overtime.
- Hire, train, and evaluate employees for Circulation Department.
- Hears, rules, and responds to first steps of grievance procedures covered by both the AFSCME collective bargaining agreement and the Comprehensive Personnel Policy Manual.
- Performs annual evaluation of subordinates, including making recommendations for training and development, disciplinary actions including and up to dismissal.
- Verify balancing cash journal procedures are correct and report discrepancies to the Assistant Director or Director.
- Perform and assign clerical duties related to Circulation activities such as overdue notices, billing, holds, traces, and interlibrary loan, maintaining the circulation procedures manual.
- Coordinate Circulation activities and procedures with other Library departments.
- Assesses, organizes, and resolves training needs and to explain complex technical procedures to staff and public with patience, thoroughness, and reinforcement.
- Creates operational process documentation for staff as needed and it keeps it updated as needed. Analyzes staffing/training needs, plans and coordinates workflow activities.
- Initiates projects, manages teams, and motivates staff.
- Effectively multitasks while maintaining a positive attitude.
- Assists with voter and polling duties as needed.
Technical
- Understands Integrated Library Systems including all circulation functions that include the ability to use and manage the library's automated circulation system to provide efficient and effective service to patrons.
- Maintains knowledge of ILS databases and reporting modules as pertains to library Circulation procedures.
- Maintains technological expertise and ensures that technology/computer skills of staff meet expected levels. Provides training opportunities and recommendations as needed and appropriate for staff.
- Watches for and identifies products/services that may improve user experience, library services, and/or cost effectiveness of existing services.
- Collects and analyzes a variety of complex data and information. Generates monthly reports for the Director as required.
- Performs statistical analysis and summarizes findings in applicable reports, surveys and other communication mediums to Library administration.
- Analyzes, researches, and solves technical problems, using initiative and vendor technical support.
- Create or supervise staff for thematic book displays.
- Provide general patron orientation to Library collections and use of the Library
- Ensure that the Circulation areas and Library vestibule are kept neat and clean.
- Supervises the reception and proper handling or routing of telephone calls and inquiries.
- Maintain up-to-date Procedures Manual for the Department.
- Supervise Inter-Library Loan duties.
- Manage meeting room use and policies.
- Light custodial and grounds work as needed.
Non-Essential Job Functions:

Qualifications/Basic Job Requirements

- A Bachelor's degree and demonstrated supervisory and leadership experience required.
- Additional experience may be substituted for a degree requirement on a two-for-one per year basis.
- An MLS/MLIS from an ALA---accredited institution is preferred.
- A minimum of three years of public library experience, including supervisory experience; circulation experience highly desirable.
- Public service experience desirable.
- Knowledge of computers, including Microsoft Word, Windows, and Excel; database experience desirable.
- Previous experience in a public library setting requiring knowledge of the circulation procedures preferred.
- Ability to learn and apply local policies, procedures, and automated system software at a technical level.
- Ability to clarify policy and procedure questions from staff and patrons and use good judgment to communicate problems to appropriate supervisor as needed.
- Ability to maintain decorum and monitor library security, safety and health conditions by enforcing library ordinance and library rules
- Ability to quickly learn technical procedures using documentation, training, and customer service support and provide understandable interpretations of procedures and policies.
- Ability to resolve public concerns and difficulties with tact, courtesy, and good judgment.
- Ability to interact in a professional and courteous manner with co-workers and the public.
- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
