MINIMUM TRAINING & EXPERIENCE
Bachelors degree in the civil engineering field from an accredited college or university plus seven (7) years of experience in civil engineering, at the management level required. Must possess a valid Florida Drivers License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENTS
Possession of Professional Engineer Registration from the State of Florida.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employees Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, performs administrative and technical engineering functions in directing the Citys engineering programs. Responsible for planning, directing and coordinating engineering projects. Work involves supervising and monitoring the technical and engineering support staff in civil, traffic and environmental work for the City. Work also involves the review of private development and project design of projects within the City limits. Considerable independent judgment and initiative are required in carrying out program objectives within the framework of engineering, administrative principles and practices and established policies and regulations. Considerable tact and courtesy are required in frequent contacts with contractors, division heads of the department and the general public. Also responsible for oversight of the Engineering, Inspection, Permitting and Surveying Divisions. Reports to the Public Works Director.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Manages the Engineering, Inspection, Permitting and Surveying Divisions; provides guidance to division heads of the department concerning construction and engineering projects.
Plans, directs and coordinates the preparation of plans, specifications and contracts for the construction of streets, sidewalks, storm drainage projects, water management systems and other public facilities.
Reviews and certifies engineering designs and technical documents by signing and sealing plans, specifications, reports and calculations prepared under responsible charge in accordance with applicable laws, regulations and professional standards.
Plans, directs and coordinates the inspection of construction projects to ensure compliance with plan specifications and local codes and ordinances.
Directs the review of plats, plans, cost estimates and specifications for both residential subdivisions and commercial developments.
Attends and coordinates meetings with the Growth Management Department to discuss local land development code and comprehensive plan changes and amendments.
Directs the functions of and provides technical expertise in the Traffic, Design and Inspection sections of the engineering division.
Serves as liaison between the City and appropriate County, State and Federal agencies by providing information in person and by written communication regarding City projects and requirements.
Performs budgetary and planning functions for both internal and external projects; ensures budgetary dollars are available for approved projects and that funds are being expended according to project requirements within the appropriate timeframes.
Provides comments to vacating easement or right-of-way and variance requests; provides justifications and defends the Citys position in public meetings.
Attends city council meetings as instructed to provide information concerning City projects, policies and standards concerning the engineering division.
Monitors internal controls for fraud, errors and omissions within the department.
Provides engineering leadership during emergency preparedness, response, disaster recovery and infrastructure damage assessment activities.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.
Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.
Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employees cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employees cost.
Short Term Disability: Coverage pays 66 2/3% of employees annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employees salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 11 holidays and 1 birthday holiday and 1 floating holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
