About us:

The Engineering Department at the City of Burlington provides many services to the public and other departments within the City government. The staff is comprised of engineers, surveyors, construction inspectors, GIS Technicians and office personnel.

What you will do:

This position is a licensed Professional Land Surveyor and manages land survey functions for a City, ensuring compliance with laws and professional standards, City policies, and best practices. The employee functions independently and will use staff as necessary. Position may, at times, manage projects done by outside contractors. Responsibilities include preparing maps and documentation for City properties, setting control points for annexations, identifying rights-of-way, creating easements, and maintaining City infrastructure records. The role also involves preparing acquisition documents, conducting boundary surveys, reviewing maps for new developments, and consulting with development teams to ensure regulatory compliance. Additionally, the employee provides information to citizens, engineers, and other surveyors.

Examples of Duties

  • Evaluate survey data and make professional determinations regarding property boundaries.
  • Prepare boundary surveys, plats, legal descriptions, easements, and acquisition documents for recordation.
  • Serve as the surveyor of record by sealing plats and other official survey documents.
  • Collect, analyze, and interpret survey data from plats, tax maps, deeds, and other sources.
  • Prepare reports, maps, and project updates to support City planning, engineering, and development activities.
  • Supervision of the Survey Party Chief or Survey Technician.
  • Manage survey equipment and supplies, recommending purchases in accordance with City policies and budget.
  • Perform other duties as assigned.

Qualifications

Knowledge, Skills & Abilities:

  • Thorough knowledge of land surveying principles, practices, North Carolina General Statutes, and applicable civil engineering concepts.
  • Ability to perform complex surveying calculations, interpret survey data, and prepare legal descriptions, plats, and easements.
  • Experience using modern and conventional surveying equipment and software to collect, analyze, and manage survey data.
  • Excellent organizational, analytical, and problem-solving skills with a high degree of accuracy and attention to detail.
  • Strong verbal and written communication skills with the ability to build effective working relationships with employees, contractors, engineers, public officials, and the public.

Minimum Qualifications:

  • North Carolina Professional Land Surveyor (PLS) license.
  • High school diploma or GED.
  • Valid drivers license.

Preferred Qualifications:

An ideal candidate will have experience working with or for a municipality or other public agency and familiarity with relevant software such as Carlson Survey software and proficiency with CAD software, GPS/GNSS and GIS technology, electronic data collectors, and Microsoft Office applications.

Physical Requirements and Working Conditions:

  • Work in this class is described as medium and frequently requires physical exertion to complete tasks and move objects.
  • Work will require traversing uneven ground and will require good stability.
  • Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, fingering, grasping, hearing and repetitive motions.
  • Employees must have visual acuity to read small gauges, levels, and other instruments.
  • Employees are subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, exposure to chemicals, oils, noise, and atmospheric conditions.
  • The employee is subject to both inside and outside environmental conditions.
