Class Summary

Job Description

The Civic Engagement Manager leads the planning, coordination, budget oversight, and execution of Gwinnett Countys signature Civic Engagement programs, including Gwinnett 101, Citizens Academy, Gwinnett Youth Commission, and county-wide cultural and heritage celebrations. This position will be developing, implementing, and evaluating civic engagement strategies and initiatives that increase resident participation, expand inclusive outreach, and strengthen public trust and transparency in local government. The incumbent will also be serving as the primary liaison between Division Director, Board of Commissioners initiatives, and internal County departments, residents, and external community stakeholders, ensuring alignment, coordination, and advancement of county-wide civic engagement priorities.

Essential Duties

  • Directly supervising program staff and providing strategic leadership, performance management, coaching, and operational direction to ensure high-quality delivery of civic education and community engagement initiatives
  • Overseeing planning and execution of large-scale public programs and events serving diverse county residents
  • Developing strategic outreach initiatives tied to the CESI mission to expand participation across diverse and historically underrepresented communities
  • Building and maintaining partnerships with schools, nonprofits, civic organizations, faith-based groups, and community leaders
  • Coordinating cross-departmental collaboration to support public engagement initiatives
  • Monitoring program budgets, purchasing procedures, vendor payments, and compliance requirements
  • Evaluating program outcomes and participation trends, identifying opportunities to expand and strengthen programming, and preparing performance reports and recommendations for leadership
  • Ensuring compliance with County policies, procedures, and applicable regulations

Public Speaking Duties

  • Representing Gwinnett County at community meetings, public forums, and civic events to present information and engage residents
  • Facilitating civic education sessions, youth leadership programming, and community engagement outreach events
  • Delivering presentations and program updates to County leadership, advisory groups, and community partners

Other Job Requirements/Information

  • This job may require on-call rotation and emergency after hours, weekends, and/or holidays.

Grade

The grade for this position is 103. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelors degree in public administration, public policy, communications, education, social work, business management, business administration or a closely related field AND
  • Three years of progressively responsible experience in community engagement, civic management, business administration or related fields, including two years experience as a manager
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Preferred Qualifications in addition to the above minimum qualifications

  • Five years of progressively responsible experience in community engagement, civic programming, public sector outreach or closely related field, including a minimum of two years experience as a manager.
