OVERVIEW

Assignment

This contract assignment will provide experienced, technical, organizational and design support to the Transmission Project Engineering Group (TELP) at the *** (BPA). Work associated with this assignment will be directly related to scope and design projects for transmission lines, fiber-optic cable, and wireless installations. Work also includes providing support for the system of naming and design documents and records associated with those facilities.

Organization

Transmission Project Engineering (TELP) provides project engineering leadership, analysis, and expertise associated with the engineering and design of BPA transmission lines, fiber optics lines and related projects, as well as some direct project management, COR duties, and support during construction. Specific areas of responsibility include new transmission lines and fiber optics line construction projects, transmission line upgrades, asset management support, maintenance support, customer service projects, modifications of existing transmission line and fiber optics line facilities, BPA s wireless program and direct support to its planning, engineering, and maintenance functions. In addition, leads the scoping and project planning for all transmission lines and fiber optics lines projects; and participates on BPA s facilities naming committee. Additional services include emergency responses to transmission line or fiber optic line failures and the expertise to assist maintenance to get the transmission line or fiber optic line back in operation.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Design, Drafting, and CAD Engineering:

Execute complex designs and drafting

Perform design, drafting, and revision work for complex capital transmission projects and fiber-optic systems (including but not limited to structure lists, phasing diagrams, one-line diagrams, site data sheets, site specific drawings, fiber-optic cable splice diagrams) using MicroStation CAD, adapting standard designs or producing custom layouts as needed.

Compile Final Design Packages:

Perform design work for complex capital projects based on analysis of engineering and design requirements, project parameters, and technical information.

Complete and produce comprehensive final design packages including detailed design drawings and supporting docs for BPA manager approval.

Quality Assurance, Standards, and Compliance

Support Compliance Reviews:

Review material, equipment, and customer-submitted drawings (from internal engineering, A&E contractors, and utility customers) to ensure alignment with BPA and industry technical specifications, submitting compliance findings to a federal employee (BFTE) for final determination and approval.

Administer Naming Policies:

As a team member of the Naming Committee, assist in the drafting of official design and line naming memos for transmission facilities.

Verify compliance with the Transmission Facilities Naming Policy.

Maintain contracted design submittals, support the development of submittal processes, and draft approved line-naming memos to ensure strict compliance with official Facilities Naming Policies.

Maintain and Propose Drafting Standards:

Create proposals for, modify, and maintain departmental drafting standards while providing specialized technical expertise to support division-wide drafting standardization efforts subject to final federal approval.

Document Control and Database Management

Process and Stage Engineering Records:

Receive, process, and attribute incoming transmission and fiber optic design files (phasing diagrams, one-lines, structure lists, site data sheets, fiber installation sheets, meter mark light path data, and other project engineering specific drawings).

Maintain electronic and paper repositories (such as ProjectWise and SharePoint) to store, track, and index diagrams to facilitate federal archiving.

Digitize and Archive Legacy Systems:

Convert legacy paper design drawings into digital formats using MicroStation CAD, gather, tabulate, and archive legacy system data into ProjectWise for federal verification and permanent archiving.

Project Coordination, Support, and Training

Coordinate Post-Construction:

Process as-built data to post-construction drawing revisions, submitting them for federal review and approval before finalization.

Close out associated ProjectWise folders under federal oversight.

Deliver Training & Technical Support:

Provide day-to-day technical support to design staff, contractors, and technicians.

Assist in facilitating design activities.

Create and deliver training materials (including presentations, reports, Power Points and manuals) to teach new hires and field personnel how to navigate systems and retrieve design data from ProjectWise, ensuring all training materials are reviewed and approved by a federal employee prior to delivery.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

A degree in engineering, mathematics, computer science, or a closely related field is preferred.

With a Bachelor s degree in an applicable field, 6 years of experience is required.

With an Associate s degree in an applicable field, 8 years of experience is required.

Without an applicable degree, 10 years of experience is required.

Experience must include specific engineering technician experience and demonstrate a wide range of project tasks, as well as exercising a comprehensive degree of creativity and latitude, with increased accountability for results and level of difficulty of tasks.

Required Technical Skills & Experience (required on matrix)

5+ years experience in MicroStation CAD platform or similar program and associated add-on products.

5+ years experience maintaining ProjectWise or similar document management software.

Preferred Skills & Experience (optional on matrix)

Experience in Electric Utility sector with an emphasis on structural design.

Knowledge of DOE, BPA, NERC, FERC, and other regulatory agency policies, standards, directives, codes and guidelines applicable to public electric utilities, power plants, and transmission systems to carry out a wide range of civil engineering technician assignments associated with transmission line, fiber-optic, and wireless facilities design and analysis.

Valid U.S. Driver s License is required.



First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.



Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.



User Type:

Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
