Accepting Online Applications Only.The City of Eugene Public Works Engineering Division is recruiting for a Civil Engineer 1/2 . This role focuses on complex professional engineering work in the design, investigation, construction management, and project management of public works projects.ResponsibilitiesAct as project manager and provide direction and supervision to technical staff.Develop solutions to problems, interpret general policies, and determine work assignments.Design and prepare plans, specifications, schedules, and cost estimates for public works projects including street improvements, wastewater collection, storm drains, pump stations, airports, stormwater quality facilities, stream restorations, bike paths, traffic signals, bridges, illumination projects, and striping and signing plans.Direct and assign professional and technical staff for survey, design, construction inspection, and contract management of capital projects.Represent the City in coordination with other departments, divisions, consultants, developers, contractors, and the public.Manage federally funded projects and ensure compliance with Oregon Department of Transportation certification requirements.Provide technical and professional engineering support services relative to assigned areas of responsibility.Conduct public outreach, investigate complaints, and recommend corrective action.Lead and participate in community design concept development and stakeholder engagement.Manage project budgets, schedules, and ensure compliance with City standards and policies.Provide high degree of technical expertise for complex civil engineering projects.Select and manage consultants and other service providers.Represent the Division/Department to media, public, and regional agencies.Participate in policy, procedure, and technical standard development; prepare studies and long‑range capital planning.Mentor, coach, and evaluate assigned staff; ensure appropriate training.Respond to public inquiries and complaints related to project construction.Assist engineering staff with land development issues and infrastructure design, review as‑built plans.Support implementation of the City's affirmative action and diversity work plans and initiatives.Facilitate staff training on diversity and respectful workplace practices.QualificationsEducationBachelor's degree from an ABET accredited college or university, with major coursework in Civil Engineering or a related field.License or CertificationValid Oregon driver's license (or ability to obtain by the date of hire). Must pass driving records check.Oregon law requires that an out‑of‑state license holder obtain a valid Oregon license within 30 days of becoming domiciled in the state (ORS 803.355).ExperienceCivil Engineer 1: Minimum 2 years directly related civil engineering experience and possession of a Fundamentals in Engineering (EIT) certificate.Civil Engineer 2: Minimum 5 years of professional civil engineering experience, including 1 year of supervisory experience, and possession of a State of Oregon Certificate of Registration as a professional engineer or ability to obtain it by reciprocity within 6 months of hire.Knowledge, Skills, and AbilitiesPrinciples and practices of civil engineering applied to public works infrastructure design and construction.Methods, materials, and techniques used in the construction of public works and utilities projects.Modern developments, current literature, and information sources in engineering and construction.Advanced mathematics and its application to engineering work.Engineering design and drafting software proficiency.Public contracting law and knowledge of ADA current standards and guidelines for public right‑of‑way.Knowledge of federal, state, and local laws, codes, and regulations.Ability to analyze problems, identify alternative solutions, and implement recommendations.Coordination of complex engineering designs, project management, and computations.Interpretation and application of federal, state, and local policies, procedures, laws, and regulations.Conduct engineering research and write technical reports.Clear oral and written communication.Establishment of cooperative working relationships.Supervision and training of staff.Work SchedulePrimarily in‑office work; new employees must work on site full time during the first 12 months. After probation, employees may work one day per week remotely.BenefitsThe City of Eugene offers robust and competitive benefits.SalaryCivil Engineer 1: $42.04 – $47.62 per hour ($87,443.20 – $99,049.60 annually). Civil Engineer 2: $44.83 – $60.52 per hour ($93,246.40 – $125,881.60 annually).
