About the DivisionThe Civil Engineering and Drafting (CED) of the Portland Bureau of Transportation (PBOT) provides project scoping, design and construction management for multi‑modal public infrastructure projects—including arterial and residential street improvements, transit improvements, bridges and structures, traffic calming, and pedestrian and bike enhancements. CED civil engineers develop plans, specifications, and estimates (PS&Es), review work products developed by consultants, lead design development, and serve as construction managers for complex engineering work related to city and federal–funded capital improvement projects.ResponsibilitiesDeliver project scoping, design, and construction management for public infrastructure projects.Write reports and make oral presentations; develop plans, specifications, and estimates; review consultants; lead design development; serve as construction managers for complex work.Provide engineering and technical expertise.Advance assigned projects of a more complex nature.Guide and lead professional‑level engineers.Review and provide technical guidance to consultants and contractors.Perform advanced professional project management and specialized engineering for assigned projects.Perform engineering planning for major capital construction and/or maintenance programs.Design, review, and construct engineering plans and drawings; prepare engineering analyses, calculations, technical reports, and specifications.Serve as project manager for engineering and construction projects, overseeing scopes, schedules, budgets, risks, and milestones in alignment with BES capital project practices.Review and monitor work by outside consultants and administer consultant contracts.Support construction activities, perform site visits, and help resolve field issues.Prepare and deliver presentations of technical data and results to technical review committees, bureau staff, and other government agencies.Coordinate capital construction projects with multidisciplinary teams and represent the bureau on multi‑jurisdictional projects.Integrate sustainability, seismic resilience, and equity considerations into engineering solutions and project delivery.Support change management and ensure smooth transition of new assets to operations and maintenance teams.QualificationsExperience reviewing, preparing, or directing the preparation of complex plans, specifications, and legal contracts.Knowledge of engineering design and project management principles.Knowledge of modern techniques and equipment used in design, construction, and maintenance of civil infrastructure projects.Experience conducting technical research, analyzing complex problems, and recommending solutions.Skill in clearly communicating scientific and technical matters to diverse stakeholders.Ability to collaborate within multidisciplinary teams and manage multiple tasks or projects simultaneously.Passion for improving transportation.Good knowledge of MicroStation and OpenRoads.Experience with multi‑modal roadway design.Construction management experience.Design project management skills working with consultants.Professional Engineer registration required by hire and Oregon PE certification within six months.Four years of responsible professional engineering experience after graduation from a four‑year college or university in an engineering discipline, or an equivalent combination of training and experience.ContactQuestions?Terrol JohnsonSenior Recruiterterrol.johnson@portlandoregon.govEqual Opportunity EmployerAn Equal Opportunity Employer.#J-18808-Ljbffr
