Job Title:Civil Engineer/Engineering Intern Technician

Department: Public Works - Engineering

Reports to: City Engineer

FLSA Status: Non-Exempt

Salary Grade: Part-Time Temporary

2026 Salary: $20.00 per hour

JOB SUMMARY

This position performs technical duties in support of the department's engineering functions.

MAJOR DUTIES

Assists in conducting field surveys for projects.

Assists in developing plans and specifications for city related projects.

Performs construction staking for projects.

Inspects water, sewer, and storm water system projects for compliance with guidelines and specifications.

Drafts project drawings.

Tests materials for projects.

Assists in coordinating repairs to city streets and rights-of-way.

Assists in project management.

Assists in meeting with the public to identify and resolve issues and concerns.

Updates utility system maps.

Approves and administers permits for curb cuts and SWPPP sites.

Assists in conducting floodplain determinations for realtors, bankers, and the general public.

Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of materials, methods and tools used in the construction or repair of public works infrastructure.

Knowledge of the practical application of engineering science and technology.

Knowledge of modern surveying practices, techniques, and equipment.

Knowledge of the techniques, tools and principles involved in the production of technical plans, blueprints, drawings, and models.

Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.

Knowledge of computers and job-related software programs.

Skill in preparing and interpreting engineering reports and technical specifications.

Skill in problem solving.

Skill in prioritizing and planning.

Skill in interpersonal relations.

Skill in oral and written communication.

SUPERVISORY CONTROLS

The Assistant City Engineer assigns work in terms of very specific instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include city ordinances, state and federal environmental regulations, construction codes, construction specifications, departmental regulations, and technical standards. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of varied technical duties. Strict regulations and the unique nature of each construction project contribute to the complexity of the work.

The purpose of this position is to provide technical support for the department's engineering functions. Successful performance contributes to compliance with codes, ordinances, and engineering best practices.

Contacts are typically with co-workers, contractors, vendors, engineering consultants, regulatory agents and the general public.

Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to machinery with moving parts. Work requires the use of personal protective equipment.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

Course work in Civil Engineering, Surveying, and/or Civil Engineering Technology.

Sufficient experience to understand the basic principles relevant to the major duties of the position.

Possess and maintain a valid driver's license issued by the State of South Dakota for the type of vehicle or equipment operated.
