This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Oversees planning and execution of projects in arctic and sub-arctic regions. Provides expert guidance on soil, foundations, and construction materials, advises agencies, and represents the District Engineer. Leads staff when needed, and ensures compliance.
