Job Summary
The Traffic Engineer III position plans, coordinates, and oversees key Traffic Operations programs, including Work Area Traffic Control, the Neighborhood Traffic Mitigation Program, citywide traffic data collection, school safety studies, signal timing and special event permit review. This position supports Vision Zero and Active Modes initiatives, leads community outreach and coordination efforts, and may provide traffic engineering support for development review as needed.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Compiles and analyzes reports, records, and other data to plan, design, and/or evaluate projects or programs.
- Interprets standards and City policy.
- Prepares or directs the preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and/or designs for projects or programs.
- Calculates cost and determines feasibility of project based on analysis of collected data.
- Contributes to the design, operation and maintenance of all field equipment, and related hardware and software.
- Review or coordinate review of plans and designs for project for compliance with engineering principles and City regulations; may prepare recommendations for approval or denial.
- Contributes to the administration of contracts with consultants and/or contractors working on City projects.
- Monitors job site progress and ensures conformance to engineering plans, specifications, and construction and safety standards.
- Oversees staff in Work Area Traffic Control (WATC) permitting and the Neighborhood Traffic Mitigation Program.
- Serves as a technical information resource for the public, consultants and developers, City boards and departments, and City Council regarding specific projects or general engineering questions; may prepare presentations and written materials.
- Attend Planning and Zoning Commission Meetings, presenting comments, representing traffic engineering and responding to inquiries.
- Participates in staff, project review, and policy meetings, and coordinates with other departments or agencies to facilitate project implementation and compliance to standards.
- Utilize computer assisted engineering and design software and equipment to prepare engineering and design documents and models.
- Assist in the development or revision of policies, procedures, or standards.
- Monitors the traffic signal system, making adjustments as necessary to facilitate traffic operations.
- Oversees the City's traffic data, including but not limited to traffic volumes, traffic studies, crash data, and customer request systems.
- Analyzes traffic signal timing, corridor timing plans, and makes recommendations for modifications.
- Manages the City Synchro model.
- Supervises administrative staff supporting the permitting process, traffic crash data management, and customer service functions.
- Writes technical memos, studies, and reports.

Required Knowledge Skills and Abilities
- Advance knowledge of traffic engineering practices and principles.
- Expertise of Vision Zero and Active Modes principles as they relate to traffic engineering and transportation safety, operation and design.
- Knowledge of applicable city, county and federal codes, laws and standards.
- Ability to use engineering, computer-aided design, spreadsheet, word processing and statistical software.
- Understanding of traffic signal operations, including signal timing concepts, phasing, coordination, progression and adaptive systems.
- Ability to direct and manage traffic engineering projects encompassing planning, design, administrative, permitting, and data collection systems.
- Affinity for math and physics in order to solve moderately difficult engineering problems.
- Ability to perform basic statistical analysis.
- Ability to analyze data sets and databases to create reports, figures, and diagrams to inform decisions as well as educate decision makers and the public.
- Understanding of Geographic Information System software and general computer modeling programs.
- Good verbal and written communication skills, and technical writing skills.
