Help

  • Serve as senior mechanical, electrical, civil or architect project manager involving major repair, renovation, modification and minor construction projects.
  • Coordinate with program managers, technical specialists and users to establish what is to be included in designs, analysis, plans, specifications, studies and cost estimates.
  • Responsible for management of Architect-Engineering, Professional Services and Contract Management Services for contract actions.
  • Serve as Program Manager on the use and management of mechanical, electrical or civil and Architect-Engineering, consulting firms, construction contracts, and Utility Service Contracts.
  • Perform duties for construction management and Contracting Officer Representative for all construction contracts.

In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement Engineering 08XX Series:

  • Have a bachelors degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelors degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABETI; OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b} strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.)
  • Have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (El), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts, AND proof of registration as an Engineer Intern (El) or Engineer in Training (EIT) or copy of your Professional Engineer (PE) license.)
  • Have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts, AND proof of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration.)
  • Have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

Have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) (Note: You must attach a copy of your transcripts.)

Basic Requirement Architect 0808 Series:

  • Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.

  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Experience: An applicant lacking a degree in architecture must have had I year of experience in an architects office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

For GS-11

Have one year of specialized experience which includes the following. 1) Input information into automated systems to create construction contracts, this includes things such as developing Scopes of Work (SOW), preparing independent estimates, or negotiating design fees; 2) perform basic duties for construction management in areas such as creating shop drawings or entering contract modifications into an automated system; 3) and provide basic information to assist with project designs or contract constraints with groups such as environmental agencies, historic preservation offices, and public utilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)

For GS-12

have one year of specialized experience which includes the following. 1) Provide research and information to create construction contracts, to include things such as developing Scopes of Work (SOW), preparing independent estimates, or negotiating design fees; 2) perform basic duties for the Contracting Officers Representative (COR) or construction management in areas such as reviewing shop drawings, approving submittals, or processing contract modifications; 3) and work to create project designs or contract constraints with groups such as environmental agencies, historic preservation offices, and public utilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule GS-11 position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule GS-12 position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

The documents you are required to submit vary based on the authority you are using to apply (i.e., applying as a veteran, applying as a current permanent Federal employee, applying as a reinstatement, etc). As described above, your complete application includes your resume, your responses to the online questionnaire, and documents which prove your eligibility to apply. If you fail to provide these documents, you will be marked as having an incomplete application package and you will not be considered any further.

  1. Your resume:
  • Your resume must be two pages or less and must support the specialized experience described in this announcement. Resumes exceeding two pages will be removed from consideration.
  • For each relevant work experience, make sure you include the employers name, job title, start and end dates (include month and year), for qualifications purposes, the number of hours worked per week, and a brief description that show you can perform the tasks at the required level listed in the job announcement. If your resume does not contain this information, your application may be marked as incomplete, and you may not receive consideration for this position.
  • Use plain language. Avoid using acronyms and terms that are not easily understood. The hiring agency will not make assumptions about whats in your resume.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world.
