THIS POSITION IS CONTINGENT UPON BID AWARD

 

The Civil Engineer shall support the 17th Civil Engineering Squadron in providing technical advisory and assistance services for support in Facility Sustainment, Restoration & Modernization (FSRM), MILCON (Military Construction), Defense Economic(DEAAG) and Non-Appropriated (NAF) programs. The role ensures engineering compliance, project execution, and support across facility development and construction initiatives

Responsibilities:
  • Develop engineering designs, plans, and specifications for civil infrastructure projects
  • Prepare plans, specifications, Statement of Work (SoW) or Objectives (SoO), estimating, project package development
  • Serve as construction representatives, coordinating work with Contractors' personnel and base representatives to ensure timely and satisfactory accomplishment.
  • Supervision of construction for compliance and the contract documents.
  • Provide assistance on all types of contract programming, facility design and construction projects.
  • Ensure that all construction inspection is accomplished in accordance with governing plans, specifications and in accordance with the terms of the contract.
  • Conduct site evaluations and engineering analyses for a variety of construction projects (e.g., roads, utilities, drainage systems).
  • Evaluate technical issues, risks, and project compliance with codes and standards.
  • Coordinate with contractors and stakeholders to ensure adherence to plans and specifications.
  • Perform inspections, quality control reviews, and risk assessments.
  • Other duties as assigned
Qualifications:
  • Bachelor’s degree in Engineering from an Accreditation Board for Engineering and Technology (ABET)
  • Possess and maintain Professional Engineer (PE) license from any State, the District of Columbia, Guam or Puerto Rico
  • Experience may be considered in lieu of license.
  • Possess and maintain Engineer-in-Training (EIT) with FE exam completion.
  • Minimum ten (10) years engineering or related experience.

 

Knowledge, Skills and Abilities

  • Proficient in drafting and the preparation of plans, preferably using AutoDesk products such as AutoCAD.
  • Knowledge in specification writing using SpecsIntact or equivalent tools.
  • Knowledge of Cost estimating tools such as RSMeans or E4Clicks.
  • proficient in Microsoft Office Suite applications such as Word, Excel, and PowerPoint, and Adobe products such as Acrobat
  • Strong analytical, project management, and communication skills
  • Experience supporting complex civil or public works projects (e.g., utilities, roads, infrastructure).
  • Experience managing construction contracts.
  • Ability to obtain and maintain Common Access Card (CAC).
  • Experience in federal or military construction projects
  • Experience with contract management, cost control, and risk assessments
