Position Summary

Under the direction of senior engineering leadership, the Civil Engineering Lead manages civil design criteria, special studies, preliminary engineering, and construction support. The role provides technical leadership to construction management teams and coordinates with structural, seismic, tunneling, and advisory stakeholders to ensure design integrity and compliance.


Key Responsibilities

  • Lead development of civil design criteria (grading, drainage, utilities, etc.)

  • Coordinate with structural, seismic, tunneling, and advisory panel stakeholders

  • Support planning, permitting, environmental, and ROW investigations

  • Manage progress and schedules for technical deliverables

  • Oversee civil team support for construction contract packages

  • Review RFIs, Design Variance Requests (DVRs), and contractor submittals

  • Support directive memo development and issuance

  • Provide technical oversight to regional engineering teams

  • Ensure compliance with project procedures, V&V processes, and system interface requirements


Minimum Qualifications

  • 15+ years of civil engineering experience on major transportation or infrastructure projects

  • Bachelor's degree in Civil Engineering or related discipline

  • California Registered Professional Engineer (PE)

  • Strong knowledge of:

    • Utility relocation

    • California State Contracting Manual

    • Caltrans Chapter 13 Utility Relocation Manual

    • Applicable Federal and California statutes

  • Experience across planning, preliminary design, final design, and construction phases


Preferred Qualifications

  • Strong construction management background

  • Experience on large-scale transit programs

  • Proficiency with Microsoft Excel, Word, and Visio

  • Demonstrated ability to evaluate engineering solutions on complex programs

  • Excellent written and verbal communication skills
