Position Title: Civil Engineering Support Position Overview

The Civil Engineering Support position is a senior-level advisory and technical expert role that directly contributes to mission readiness. This position supports facility-essential systems, evaluates weapon system performance impacts, and addresses contingency requirements to sustain nuclear command and control communications, ICBM accuracy and reliability standards, and the overall strategic deterrence posture.

Responsibilities:

• Organize direct and coordinate complex projects across critical segments of major operating programs involving facility essential systems, Real Property (RP), and Real Property Installed Equipment (RPIE) that underpin ICBM weapon system infrastructure, Nuclear Command and Control Communications, and aircraft operations. • Provide multi-discipline engineering oversight to align acquisition, development, and sustainment efforts with customer technical and business needs for weapon systems sub-systems, support systems, and equipment. • Serve as a consultant and technical expert to senior subject matter specialists, agency officials, and leadership responsible for broad program operations in ICBM infrastructure and facility management. • Provide authoritative guidance on design, construction, administration, project programming, operations management, and sustainment strategies to resolve enterprise challenges and enhance nuclear mission assurance.

Key Responsibilities:

Organize direct and coordinate complex projects across critical segments of major operating programs involving facility essential systems, Real Property (RP), and Real Property Installed Equipment (RPIE) that underpin ICBM weapon system infrastructure, Nuclear Command and Control Communications, and aircraft operations.

Provide multi-discipline engineering oversight to align acquisition, development, and sustainment efforts with customer technical and business needs for weapon systems sub-systems, support systems, and equipment.

Serve as a consultant and technical expert to senior subject matter specialists, agency officials, and leadership responsible for broad program operations in ICBM infrastructure and facility management.

Provide authoritative guidance on design, construction, administration, project programming, operations management, and sustainment strategies to resolve enterprise challenges and enhance nuclear mission assurance.

Provide conference and meeting support, including facilitating meetings, preparing graphic study materials, securing conference rooms, issuing invitations, managing stakeholder involvement, community relations, and risk communication, as directed by government approval.

Deliver administrative support, such as documenting program files, processes, organizing records, and assisting with regulatory and partnering sessions to maintain compliance and efficiency in ICBM infrastructure programs.

Coordinate with Major Commands (MAJCOMs) and Headquarters Air Force (HAF) staff to develop guidance, tactics, techniques, and procedures that support critical infrastructure sustainment for Real Property (RP) and Real Property Installed Equipment (RPIE), ensuring standardized approaches that enhance operational availability and mission readiness.

Produce, coordinate, and execute recurring senior-level review panels with AFGSC leadership, operational units, and relevant centers to evaluate and approve proposed infrastructure modifications and alterations essential to long-term weapon system sustainment and reliability.

Coordinate facility change initiation requests to maximize operational availability and advance infrastructure development in alignment with next-generation system transition requirements and evolving mission needs.

Utilize maintenance data collection and supply logistics systems to identify and resolve supply deficiencies in coordination with operational units, ensuring timely mitigation of infrastructure-related sustainment issues that could impact mission performance.

Develop and implement configuration controls within maintenance data collection systems to track critical assets, incorporate programmatic changes, and establish guidelines for emerging programmed depot maintenance and future system sustainment requirements.

Leverage the Integrated Maintenance Data System (IMDS) to conduct performance trend analysis on mission-critical systems, identifying operational or procedural constraints on Real Property (RP) and Real Property Installed Equipment (RPIE) that could affect accuracy, reliability, and readiness standards.

Develop and publish Engineering Technical Assistance Requests (ETARs) to resolve significant RPIE discrepancies occurring outside approved technical procedures, perform analytical reviews of proposed engineering solutions to assess suitability, potential negative impacts on overall system performance and safety for unit-level technicians.

Determine mitigations for RPRPIE identified as mission-critical shortfalls, develop, track, and analyze current and historical anomalies and risks for trends, characterize risks, and identify priority areas for improvement to maintain required readiness levels.

Analyze non-mission capable and partially-mission capable conditions across mission-critical systems to evaluate cumulative effects on performance, system hardness, and survivability, providing strategic insights to inform sustainment priorities.

Prepare technical analyses, background papers, briefings, position papers, point papers, and white papers in support of Sustainment Integration Capabilities and Operational Test Integrated Product Teams (IPTs) planning conferences and General Officer Steering Groups, deliver products that enable director-level and higher decision-making on infrastructure sustainment.

Provide on-site and remote support for Sustainment Conferences, Weapon System Reviews, and the development of associated briefings and documentation.

Support command-level Staff Assistance Visits, inspections, and exercises to promote effective weapon system sustainment and unit operations.

Develop planning documents for legacy system sustainment and transition activities, monitor technical and logistics execution, recommend solutions to ensure adherence to program schedules and task completion, coordinate with supply chain and logistics process owners for de-militarization, inventory actions, procedure development, validation, training, and site support as required.

Support transition planning document development for next-generation systems, monitor and review execution, including resource capacity assessments at operational units to balance current mission commitments with future deployment schedules.

Establish and lead briefings with directors, division, and branch chiefs, and action officers to review initiatives, establish courses of action, and prepare directorate leadership for Logistics Council Board and Working Group conference calls and temporary duty (TDY) requirements.

Write, develop, and publish guidance on behalf of directorate leadership to communicate priorities and direction for command-level initiatives.

Provide briefings, papers, reports, memorandums, and documentation supporting A4 Directorate efforts, including General Officer-level presentations and white papers.

Support policy and guidance development for command response plans, instructions, and checklists addressing contingencies in accordance with Department of Defense (DoD), U.S. Northern Command (USNORTHCOM), and U.S. Strategic Command (USSTRATCOM) requirements.

Offer Subject Matter Expert (SME) assistance in staff action support, including staffing information and decision packages through the command chain of command, tracking suspenses and taskers, and preparing correspondence, such as briefing slides, memorandums, electronic Staff Summary Sheets (eSSS), Task Management Tool (TMT) entries, and reports.

Provide assistance and training to contractor, military, or government civilian staff to enhance proficiency and effectiveness in Major Command (MAJCOM)-related functions within the A4 team.

Track and report status of project milestones and action items on the commands SharePoint site, notify functional representatives and leadership of pending items, potential delays or issues, compile inputs and deliverables, and post status updates to the commands information management system as directed.

Collaborate with government and other contractor personnel to accomplish requirements, share information, and achieve mission objectives in a team environment.

Required Skills and Qualifications:

Active Secret Clearance required. U.S. Citizenship. Minimum five (5) years of ICBM infrastructure and/or military facility management experience, including operations management, design, construction administration, and project programming. In-depth knowledge of multi-discipline engineering requirements and ability to assess business-technical needs for acquisition, development, or sustainment of weapon systems sub-systems, support systems, equipment, or equivalent products in a nuclear enterprise context. Demonstrated experience supporting MAJCOM and/or HAF-level environments in civil engineering or infrastructure advisory roles. Familiarity with DoD contingency planning frameworks and strategic command requirements, including USNORTHCOM and USSTRATCOM. Strong analytical skills for trend analysis, risk characterization, performance evaluation, and mitigation development related to RPRPIE and ICBM infrastructure. Excellent writing and documentation skills for producing formal products, such as ETARs, white papers, reports, memorandums, guidance documents, and executive-level briefings. Advanced briefing and communication skills to present technical insights to senior leadership, including General Officers. Proven experience in project coordination, working group facilitation, policy-guidance development, and executive decision support for headquarters-level initiatives. Proficiency with systems, such as Integrated Maintenance Data System (IMDS), maintenance data collection tools, and SharePoint, for tracking and reporting.
