Civil Project Manager II | Tulsa, OK
Pay: $109,000–$137,000 Total Cash Compensation (DOE)
Schedule: Full-Time | Direct Hire

Required Qualifications

  • Bachelor's degree in Civil Engineering or related field
  • 7+ years of experience in civil engineering, land development, or commercial site development
  • Experience managing projects from concept through construction
  • Strong knowledge of grading, drainage, utilities, infrastructure, and site development
  • Understanding of geotechnical engineering and site investigations
  • Experience reviewing engineering plans and construction documents
  • Knowledge of permitting, zoning, and municipal development regulations
  • Experience preparing project budgets, schedules, and cost estimates
  • Strong project management, communication, and organizational skills
  • Proficient with Microsoft Office
  • Ability to travel to project sites and manage multiple projects simultaneously

Position Summary

The Civil Project Manager II manages civil engineering and site development projects from acquisition through construction. This role oversees engineering consultants, coordinates permitting, develops budgets and schedules, reviews engineering designs, and works with cross-functional teams to ensure projects are completed safely, on time, within budget, and in compliance with applicable regulations.

Essential Responsibilities

  • Manage multiple commercial development projects through all phases
  • Coordinate civil, geotechnical, surveying, and utility consultants
  • Review and approve engineering plans and design documents
  • Ensure compliance with engineering standards, permitting requirements, and local regulations
  • Coordinate permitting activities with municipalities and regulatory agencies
  • Develop and manage project budgets, schedules, and engineering costs
  • Review geotechnical reports and recommend cost-effective solutions
  • Support construction teams by resolving engineering issues during project execution
  • Evaluate development sites and identify engineering opportunities and constraints
  • Prepare technical recommendations for site acquisition and planning
  • Manage consultant contracts, scopes of work, invoices, and change orders
  • Monitor consultant performance to meet quality, budget, and schedule goals
  • Collaborate with construction, operations, environmental, and design teams
  • Maintain project documentation and perform quality assurance reviews
  • Research industry best practices and new engineering methods
  • Travel to project sites during development and construction

Preferred Qualifications

  • Master's degree in Civil Engineering or related field
  • Professional Engineer (PE) license
  • 10+ years of civil engineering or land development experience
  • Commercial site development and infrastructure experience
  • Experience managing multidisciplinary engineering teams
  • Proficiency with AutoCAD Civil 3D
  • Strong analytical, leadership, negotiation, and problem-solving skills
  • Ability to prioritize multiple deadlines in a fast-paced environment
  • Commitment to delivering high-quality, safe, and cost-effective engineering solutions
