    Job Summary

    We are seeking an experienced Client Program Manager to oversee contract management, procurement support, program administration, and stakeholder engagement for a large public-sector program. The ideal candidate will have strong experience managing contracts, coordinating cross-functional teams, monitoring vendor performance, supporting procurement activities, and ensuring compliance with organizational policies and regulatory requirements.

    This role requires excellent organizational, analytical, and communication skills, with the ability to manage multiple contracts, budgets, work orders, and program initiatives while serving as the primary liaison between business stakeholders, vendors, procurement, and finance teams.

    Key Responsibilities

    • Lead and manage contract development, administration, and implementation activities.
    • Develop and support Statements of Work (SOWs), procurement documentation, and contract-related deliverables.
    • Serve as the primary point of contact for assigned contracts and vendor engagements.
    • Plan, organize, prioritize, and manage multiple contracts and program initiatives simultaneously.
    • Collaborate with business stakeholders and Subject Matter Experts (SMEs) to gather business requirements and develop contract documentation.
    • Participate in workgroups to identify business, technical, and operational requirements.
    • Monitor contractor performance and ensure contractual deliverables, milestones, and service levels are achieved.
    • Review vendor deliverables and evaluate service quality against established performance standards.
    • Perform contract monitoring, compliance reviews, and quality assurance activities.
    • Review, validate, and approve contractor invoices, expenditures, and financial documentation.
    • Analyze contract spending, invoicing trends, and budget utilization to support financial planning.
    • Manage work orders, project assignments, and contract-related documentation.
    • Coordinate with Procurement, Finance, Legal, and other internal departments throughout the contract lifecycle.
    • Identify project risks, contract issues, and implementation challenges, and communicate status updates to leadership.
    • Develop workflows, process documentation, and operational procedures.
    • Ensure compliance with procurement regulations, organizational policies, and contractual obligations.
    • Provide technical guidance and contract-related support to internal teams and external vendors.
    • Facilitate meetings, workshops, and stakeholder discussions.
    • Support program planning, scheduling, reporting, and continuous process improvement initiatives.

    Required Qualifications

    • Bachelor's degree in Business Administration, Public Administration, Project Management, Finance, or a related field, or equivalent professional experience.
    • Minimum 2+ years of experience in contract management, procurement, or program administration.
    • Experience managing vendor contracts throughout the contract lifecycle.
    • Experience developing Statements of Work (SOWs) and procurement documentation.
    • Strong knowledge of contract administration, procurement processes, and regulatory compliance.
    • Experience reviewing invoices, expenditures, and budget documentation.
    • Strong analytical, organizational, and problem-solving skills.
    • Experience developing workflows, business processes, and operational documentation.
    • Excellent verbal and written communication skills.
    • Strong stakeholder management and relationship-building abilities.
    • Ability to manage multiple priorities and deadlines in a fast-paced environment.
    • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.

    Preferred Qualifications

    • Experience supporting public sector or government programs.
    • Experience managing program budgets and financial reporting.
    • Knowledge of procurement regulations and contract compliance requirements.
    • Experience facilitating cross-functional meetings and stakeholder workshops.
    • Experience with project planning, scheduling, and timeline management.
    • Experience supporting vendor performance management and quality assurance initiatives.
    • Familiarity with financial analysis, forecasting, and budget planning.
