The Opportunity:

We are pursuing qualified candidates to fill Clinical Licensed Vocational Nurse I positions within the Department of Mental Health. The position provides nursing assistance to physicians in a community health or hospital clinic or a Probation Department dispensary or infirmary.

About this position:

Positions allocable to this class are responsible for providing assistance to physicians conducting diagnostic physical examinations and performing medical treatments by readying patients and examining rooms, making vital sign observations, administering ordered medications and treatments, and reinforcing the physicians instructions to the patients.

Duties performed require application of nursing principles and techniques normally acquired through the completion of vocational nurse training. Work is performed under the direction of a physician or the immediate supervision of a registered nurse and follows their specific instructions and the established nursing procedures for the particular clinic dispensary, or infirmary.

The work of positions in this class is reviewed in progress and upon completion. Assignments are made to one or more clinics being conducted for screening or for specific diseases or for a variety of illnesses, such as orthopedic, chest, cardiac, or family planning, or to a dispensary or infirmary which provides treatment for minor illnesses.

Essential Job Functions:

1. Reviews patients records to determine the purpose of the visit and whether or not patients chart, x-rays, or lab test results are ready or must be located for the physician.
2. Interviews patient or a member of the patients family to obtain medical history and records it on appropriate forms.
3. Sets up the area to be used by the physician by obtaining and arranging the required supplies, equipment, and instruments and the patients charts, x-rays, and lab test results.
4. Observes patients to determine condition and need for immediate referral to physician.
5. Takes patients blood pressure, temperature, pulse, and respiration.
6. Prepares the patient for examination and for treatment by the physician by transferring, positioning, and draping the patient and cleansing areas of the patients body, and hands instruments to the physician during treatments and procedures.
7. In accordance with the physicians orders, administers medications and immunizations orally and by intramuscular and subcutaneous injections.
8. Gives supplies of ordered medications to the patient and informs patients about the medication procedure ordered by the physician by explaining the type of medication ordered, when and how to use it, and any side effects or reactions the patient might experience and what the patient should do in this event.
9. Performs treatments under the direction of physicians including suture removal, applying Ace or Butterfly bandages to newly sutured wounds, changing sterile and unsterile dressings such as hand dressings or 4x4 gauze, and fitting elastic hosiery to patients with varicosities.
10. Conducts visual examinations of school children to check for overt signs of communicable diseases such as sores or throat swelling and, in the absence of such signs, completes school readmission slips.
11. Answers telephone calls and provides caller with information about services available at the clinics, or for the purpose of canceling or rescheduling clinic appointments.
12. Administers Mantoux or atypical mycobacteria skin tests by subcutaneous injection and records results.
13. Collects and labels specimens of urine, sputum, and feces and various kinds of smears for cultures.
14. Orders nursing supplies needed to maintain adequate levels for one or more clinic.

SELECTION REQUIREMENTS:

• A license to practice as a Vocational Nurse issued by the State of California Department of Consumer Affairs, Board of Vocational Nursing and Psychiatric Technicians.
• Applicants must meet the above requirement at the time of filing in order to be appointed to fill any vacancies related to this recruitment.

LICENSE(S) REQUIRED:

• A copy of a valid and unrestricted license to practice as a Vocational Nurse issued by the State of California Department of Consumer Affairs, Board of Vocational Nursing and Psychiatric Technicians MUST be attached to the application at the time of filing or email to exams@dmh.lacounty.gov within seven (7) calendar days from date of application submission. Applications submitted without the required copy of licensure will be considered as incomplete until such information is provided. Original license must be presented at the time of appointment.

VALID CALIFORNIA CLASS C DRIVER LICENSE OR THE ABILITY TO UTILIZE AN ALTERNATIVE METHOD OF TRANSPORTATION WHEN NEEDED TO CARRY OUT JOB-RELATED ESSENTIAL FUNCTIONS.

PHYSICAL CLASS:

Physical Class III - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

DESIRED QUALIFICATION:

Proven experience related to the desired qualification will be recognized positively.

SPECIAL REQUIREMENT INFORMATION:

EXAMINATION CONTENT:

This examination will consist of an evaluation of experience and desirable qualification based on information listed on the online application and supplemental questionnaire at the time of filing, weighted 100%. Additional credit will be given for experience related to the desirable qualification. Applicants must achieve a passing score of 70% or higher in order to be placed on the eligible register.

ELIGIBILITY AND VACANCY INFORMATION:

Applications will be processed on "an as received" basis and those receiving a passing score will be added to the eligible register in the order of their score group for a period of twelve (12) months. This register will be used to fill the vacancies within the Department of Mental Health as they occur.

NO PERSON MAY COMPLETE FOR THIS EXAMINATION MORE THAN ONCE IN A TWELVE MONTH PERIOD.
