We are currently seeking a Clinic Medical Director to serve as the on-site medical leader of our clinic in Perris, CA. This position will report to the Chief Medical Officer and will work in collaboration with clinic leadership and OTS leadership.
Indian Preference applies. Qualified Indian (American Indian or Alaskan Native) applicants will receive preference in accordance with 25 U.S.C. § 5323 and 25 U.S.C. § 472a.
POSITION SUMMARY
The Clinic Medical Director provides overall medical leadership and oversight, and regulatory compliance for the Center, including all medical services and the methadone dispensing program. The Clinic Medical Director is responsible for ensuring the delivery of safe, evidence-based, whole-person care that meets all federal, state, accreditation, and organizational requirements.
The Clinic Medical Director works collaboratively with the Clinic Director to ensure integration of clinical excellence, operational effectiveness, regulatory compliance, quality improvement, and patient access objectives.
The Clinic Medical Director also collaborates with OneTogether Solutions (OTS) support staff including the Vice President of Medical Affairs, Chief Transformation Officer, Vice President of Nursing and others as appropriate.
THE DYAD OPERATING MODEL
Harmony Health is led through a dyad leadership model consisting of the Clinic Medical Director and the Clinic Director. This partnership combines clinical expertise and operational leadership to ensure the delivery of high-quality, patient-centered care while maintaining regulatory compliance, financial stewardship, and organizational effectiveness.
The dyad model is built on shared accountability, mutual respect, transparent communication, and collaborative decision-making. Together, the Clinic Medical Director and Clinic Director are responsible for advancing the clinic's mission, strategic objectives, patient outcomes, operational performance, and regulatory compliance.
The dyad model is supported by OTS leadership including those mentioned above.
The Clinic Medical Director and Clinic Director jointly share responsibility for:
- Establishing clinic goals, priorities, and strategic initiatives.
- Maintaining compliance with federal, state, accreditation, and organizational requirements.
- Ensuring safe, effective, and whole-person care.
- Optimizing patient access, engagement, retention, and treatment outcomes.
- Workforce recruitment, retention, development, and staff engagement.
- Quality improvement and performance management initiatives.
- Program development and service expansion.
- Risk management and problem resolution.
- Fostering a culture of accountability, collaboration, respect, and continuous improvement.
KEY RESPONSIBILITIES
Responsibilities include, but are not limited to, the following:
Clinical Leadership and Oversight
- Provide medical direction and oversight for all clinical services offered by the clinic. Services may include but are not limited to medication assisted treatment, primary care services, dental services, counseling and psychological services.
- Establish, implement, and maintain clinical policies, protocols, and standards of care consistent with current addiction medicine practices, whole-person medical treatment and behavioral health services.
- Ensure the provision of evidence-based treatment for substance use disorders, including Medications for Opioid Use Disorder (MOUD).
- Supervise and support physicians, advanced practice providers, and other clinical staff in the delivery of high-quality, whole-person patient care.
- Participate in the recruitment, credentialing, privileging, and performance evaluation of clinical providers.
- Serve as a clinical resource and consultant for staff regarding complex patient care issues.
Methadone Program Oversight
- Serve as the physician responsible for oversight of the methadone dispensing program and all related opioid treatment services.
- Collaborate with OTS support leadership to ensure compliance with all applicable federal, state, DEA, SAMHSA, and accreditation requirements governing opioid treatment programs.
- Review and approve methadone treatment protocols, dosing guidelines, take-home medication procedures, and medical exceptions as required.
- Collaborate with OTS support leadership, monitor quality, safety, security, and accountability processes related to methadone storage, dispensing, administration, and documentation.
- Provide oversight of clinical assessments, treatment planning, medication management, and patient monitoring associated with methadone treatment.
- Participate in program audits, inspections, corrective action plans, and regulatory reviews.
Quality, Compliance, and Risk Management
- Collaborate with OTS support leadership in developing compliance with applicable healthcare regulations, professional standards, and organizational policies.
- Promote efficient use of EHR and encourage clinical documentation best practices
- Lead quality improvement initiatives designed to improve patient outcomes, safety, and satisfaction.
- Monitor clinical performance indicators and utilize data to support continuous improvement efforts.
- Monitor medical provider productivity and corresponding staffing levels.
- Participate in incident review, risk management activities, and patient safety initiatives.
- Collaborate with OTS support leadership to ensure appropriate documentation and maintenance of medical records.
- Communicate with others to facilitate appropriate waivers compliant with 42 CFR part B regulations.
Community and Professional Engagement
- Represent the clinic in professional, regulatory, and community settings as appropriate.
- Maintain active knowledge of emerging developments in addiction medicine and opioid treatment programs.
- Promote best practices and education related to whole-person care, which includes substance use disorder treatment and medical care.
QUALIFICATIONS
Education
- Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) from an accredited institution.
Licensure and Certification
- Current unrestricted medical license in the state of practice.
- DEA registration and authority to prescribe controlled substances.
- Board certification in Addiction Medicine, Addiction Psychiatry, or a related specialty preferred.
Experience
- Minimum of five (5) to seven (7) years of clinical experience in addiction medicine or substance use disorder treatment.
- Experience with medication-assisted treatment, including methadone, buprenorphine, and naltrexone.
- Experience in primary care settings including FQHCs, Tribal Health Clinics, and other multi-disciplinary settings desired
- Demonstrated experience in clinical leadership, quality improvement, and regulatory compliance.
- Experience working within an Opioid Treatment Program preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Extensive knowledge of addiction medicine principles and evidence-based treatment practices.
- Comprehensive understanding of federal and state regulations governing opioid treatment programs and methadone dispensing.
- Strong leadership, communication, and team-building skills.

$300,000 - $375,000 a year
