JOB ASSIGNMENT: Beyond the NEST (Nurturing Environments for Support and Treatment) Child and Adolescent Non-Acute Partial Hospitalization Program
ORGANIZATIONAL RELATIONSHIP: The Clinical Coordinator reports to the Clinical Director of Outpatient Psychological Services. This position provides day-to-day clinical leadership, staff supervision and support, program coordination, quality oversight, and direct clinical services under the direction of the Clinical Director. In the Clinical Director''s absence, this position reports to the Director of Behavioral Health Support Services.
JOB DEFINITION: The Clinical Coordinator is a Pennsylvania-licensed behavioral health clinician responsible for supporting the day-to-day clinical operation of Beyond the NEST, a child and adolescent non-acute partial hospitalization program. The position integrates clinical leadership, treatment-team coordination, staff supervision, quality assurance, supporting program operations, and active direct service to youth and families. The Clinical Coordinator supports the Clinical Director in the ongoing development, implementation, evaluation, and improvement of the program while maintaining an active clinical role as an essential function of the position. Direct clinical responsibilities include assessment, treatment planning, individual therapy, family therapy and caregiver intervention, group therapy, milieu-based treatment, crisis and safety intervention, care coordination, and discharge and transition planning. Services are trauma-informed, family-centered, culturally responsive, evidence-based, and aligned with applicable professional standards, payer requirements, and OMHSAS Chapter 5210 expectations.
Beyond the NEST is a behavioral health treatment program that coordinates closely with educational services. The Clinical Coordinator does not function as a school social worker, instructional provider, special education case manager, or local education agency representative.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Clinical Supervision and Program Coordination
- Serve as the clinical supervisor supporting the of Beyond the NEST under the direction of the Clinical Director.
- Supports the Clinical Director with program coordination to ensure quality of daily clinical operations, including treatment coverage, case assignments, treatment-team workflow, clinical priorities, and response to emerging program needs.
- Supports the Clinical Director with facilitating treatment-team meetings and other clinical case review processes, and promote timely communication among the psychiatrist, Mental Health Professionals, Mental Health Workers, educational personnel, administrative support, youth, caregivers, and other involved providers.
- Coordinate clinical review of referrals and admissions and support timely completion of intake, assessment, treatment planning, continued-stay review, and discharge processes.
- Monitor program census, clinical acuity, treatment needs, staffing needs, and service capacity, and communicate concerns or recommendations to the Program Director.
- Support implementation, review, and continuous improvement of program policies, procedures, clinical workflows, documentation practices, and internal operating processes.
- Coordinate with administrative support staff regarding scheduling, authorization tracking, records, family communication, and other administrative workflows. Provide clinical information, review, or consultation when clinical judgment is required while maintaining appropriate separation between clinical leadership and routine clerical functions.
- Serve as a clinical point of escalation for complex cases, acute changes in presentation, treatment barriers, safety concerns, and other situations requiring higher-level clinical judgment.
Direct Clinical Services
- Maintain an active direct-service role with program participants throughout the year consistent with program needs and assigned leadership responsibilities.
- Conduct and contribute to comprehensive clinical assessments addressing psychiatric symptoms, functional impairment, strengths, risk factors, family functioning, developmental needs, school functioning, environmental stressors, and treatment priorities.
- Provide evidence-based individual psychotherapy to children and adolescents within the scope of professional licensure, training, and credentialing.
- Provide family therapy, caregiver consultation, psychoeducation, and caregiver-focused interventions designed to strengthen family functioning, treatment engagement, and generalization of treatment gains across settings.
- Develop and facilitate clinically structured group psychotherapy and therapeutic groups addressing individualized and shared treatment objectives.
- Participate actively in milieu-based treatment by providing real-time clinical assessment, coaching, behavioral intervention, de-escalation, reinforcement, skills practice, and support for implementation of individualized treatment strategies throughout the program day.
- Conduct ongoing risk assessment, safety planning, crisis response, and referral to a higher level of care when clinically indicated.
- Maintain responsibility for assigned cases, including treatment planning, documentation, family engagement, care coordination, progress monitoring, and discharge planning.
Treatment Planning, Treatment Team, and Continuity of Care
- Serve as treatment team leader when assigned and carry out treatment-team coordinator responsibilities consistent with applicable partial hospitalization requirements and program policy.
- Ensure that staff with appropriate training and experience participate in the development, implementation, and review of treatment interventions and individualized treatment plans.
- Support development and review of individualized, measurable treatment plans that reflect each youth''s assessed clinical, behavioral, family, developmental, and functional needs.
- Monitor implementation of treatment plans and help ensure that treatment objectives are translated into effective individual, family, group, and milieu-based interventions.
- Coordinate with the program's psychiatrist regarding psychiatric recommendations, treatment planning, medication-related observations, clinical deterioration, diagnostic questions, and other psychiatric needs.
- Review treatment progress, clinical documentation, and discharge planning as appropriate to the assigned treatment-team role.
- Promote meaningful participation of youth and caregivers in treatment planning, treatment review, crisis and safety planning, and discharge preparation.
- Coordinate continuity of care with outpatient providers, case management, Intensive Behavioral Health Services, county systems, school districts, and other community partners as clinically appropriate.
- Support timely and clinically appropriate discharge and step-down planning, including linkage to recommended behavioral health services and coordination of school reintegration when applicable.
Staff Supervision, Training and Professional Practice
- Provide clinical and operational supervision to assigned Mental Health Workers, Mental Health Professionals, trainees, and other clinical staff consistent with professional licensure requirements, CSIU policy, and delegated supervisory authority.
- Assists the Clinical Director with supervision and coordination of the day-to-day work of assigned clinical staff, including clinical priorities, treatment responsibilities, workflow expectations, documentation requirements, and program coverage.
- Provide coaching, mentoring, case consultation, clinical guidance, and timely performance feedback to assigned staff.
- Complete or contribute to performance evaluations for assigned staff and identify, document, and address clinical or operational performance concerns in collaboration with the Program Director.
- Support corrective action and performance-improvement planning when staff performance, documentation, clinical practice, or program outcomes do not meet established expectations.
- Assist the Clinical Director with onboarding and training of new staff, including orientation to the PHP model, treatment-team processes, documentation expectations, crisis and safety procedures, EHR workflows, family engagement, and clinical standards.
- Participate in recruitment, interviewing, selection, and onboarding of clinical staff and trainees as requested by the Clinical Director.
- Lead or facilitate clinical training, case consultation, staff-development activities, and interdisciplinary learning related to child and adolescent behavioral health, evidence-based treatment, family engagement, milieu treatment, risk management, documentation, and other program priorities.
- Promote a culture of accountability, professional growth, interdisciplinary collaboration, ethical practice, and high-quality care.
- Contribute to clinic-wide policy development, continuous quality improvement, and training initiatives that advance CSIU's mission and service standards.
- Adhere to professional ethical standards, confidentiality laws, and CSIU policies.
- Contribute to the clinic's ongoing improvement and interdisciplinary learning culture.
Compliance, Documentation, Quality Assurance, and Utilization Review
- Complete and maintain accurate, timely, and clinically appropriate documentation in the electronic health record, including assessments, treatment plans, progress notes, risk documentation, treatment reviews, family interventions, care coordination, and discharge documentation.
- Monitor documentation quality, timeliness, clinical appropriateness, and alignment with program procedures, payer requirements, Medical Assistance standards when applicable, and OMHSAS Chapter 5210 expectations.
- Conduct or participate in chart review, treatment-plan monitoring, clinical audit, utilization review, continued-stay review, discharge review, and other quality-assurance activities.
- Identify patterns, deficiencies, or risks in clinical documentation, treatment delivery, program workflow, or outcomes and implement or recommend corrective actions in coordination with the Program Director.
- Support preparation for OMHSAS licensing reviews, payer audits, internal quality reviews, and other regulatory or compliance activities.
- Support monitoring of treatment outcomes, family engagement, service utilization, school-related functioning, discharge outcomes, and other program indicators used for quality improvement.
- Maintain confidentiality and professional standards in accordance with HIPAA, FERPA, Pennsylvania law, professional ethics, CSIU policy, and applicable program requirements.
Collaboration, Communication, and Program Development
- Collaborate with youth, caregivers, the program psychiatrist, clinical staff, educational personnel, school districts, county agencies, community providers, and other involved systems to support coordinated and effective treatment.
- Maintain professional communication with caregivers, referral sources, and care partners regarding treatment engagement, clinical recommendations, progress, safety concerns, transition planning, and follow-up care consistent with consent and confidentiality requirements.
- Support effective coordination between behavioral health treatment and the separate educational component of Beyond the NEST while maintaining appropriate clinical, educational, and professional role boundaries.
- Participate in multidisciplinary meetings, program leadership meetings, quality-assurance activities, staff meetings, supervision meetings, case consultation, and program-development discussions.
- Assist the Clinical Director in identifying clinical service needs, staffing needs, training needs, workflow needs, and opportunities for program improvement.
- Contribute to strategic planning, program evaluation, service development, sustainability planning, and future expansion of Beyond the NEST.
- Support implementation of evidence-based, measurement-informed, trauma-informed, family-centered, and culturally responsive practices throughout the program.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Perform other duties as assigned by the Clinical Director or administrative designee.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
- Master''s degree or higher in social work, counseling, marriage and family therapy, psychology, or another generally recognized clinical mental health discipline from an accredited institution required.
- Current, valid Pennsylvania license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Psychologist required. A Pennsylvania Department of Education School Social Worker certification is not required for this position.
- Must meet applicable qualification requirements for a Mental Health Professional within a child and adolescent partial hospitalization program.
- Minimum of three (3) years of relevant post-graduate clinical experience required, including at least one (1) year of experience or training in child and adolescent mental health.
- Minimum of one (1) year of experience providing clinical supervision, staff leadership, program coordination, clinical training, or comparable clinical leadership required.
- Experience providing direct behavioral health treatment to children, adolescents, and families required.
- Experience with partial hospitalization, intensive behavioral health treatment, crisis services, school-linked behavioral health, or another multidisciplinary child-serving setting preferred.
- Knowledge of evidence-based and empirically supported child and adolescent behavioral health treatment, diagnostic assessment, treatment planning, family intervention, group treatment, milieu treatment, risk assessment, and clinical documentation.
- Knowledge of clinical operations, quality assurance, utilization review, payer documentation expectations, and OMHSAS Chapter 5210 standards preferred.
- Ability to provide effective clinical and operational supervision, feedback, mentorship, staff direction, and performance management within delegated authority.
- Ability to exercise sound independent clinical judgment and manage complex clinical, operational, interpersonal, and safety-related situations with professionalism and discretion.
- Excellent organizational and time-management skills, including the ability to balance direct clinical care, staff leadership, documentation, meetings, quality activities, and unpredictable program needs.

- Strong interpersonal skills and ability to develop positive, collaborative working relationships using tact, diplomacy, sound judgment, and clear professional boundaries.
- Proficiency using electronic health records, Microsoft Office Suite, Google Drive, virtual meeting platforms, artificial intelligence (AI), and related technology systems.
- Proficiency in utilizing vetted artificial intelligence (AI) is preferred. The ability to enhance AI skills will be required. The exploration and utilization of new AI tools or technologies is subject to review and approval.
- Ability to maintain confidentiality regarding clients, families, students, staff, programs, and proprietary information in accordance with HIPAA, FERPA, professional ethics, CSIU policies, and applicable state and federal laws.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Maintain active Pennsylvania professional licensure and complete all continuing education requirements necessary for licensure.
- Maintain required training in mandated reporting, suicide prevention/intervention, confidentiality, ethics, and other areas required by law, regulation, CSIU policy, or position responsibilities.
- Participate in relevant professional development, in-service training, conferences, and continuing education activities tied to program goals and professional responsibilities.
- Attend regularly scheduled Leadership Roundtable and other supervisory / staff meetings.
- Attend clinical supervision, department meetings, staff meetings, case consultation, treatment-team meetings, and professional learning activities as assigned.
- Maintain current training in First Aid/CPR and other required safety-related training as assigned.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 Pennsylvania State Police Criminal History clearance, and Act 151 Child Abuse History clearance are required and must be renewed at required intervals.
- Current, approved FBI Fingerprint clearance processed with the Department of Human Services (DHS) pursuant to Act 73-Pennsylvania Child Protective Services Act is required and must be renewed at required intervals.
- Completion of Act 126 Mandated Reporter Training, including a minimum of three hours every five years, is required.
PHYSICAL REQUIREMENTS:

- Ability to work in a constant state of alertness and safe manner.
- Ability to travel to various worksite locations, meetings, trainings, and conferences as needed.
TIME AND SITE REQUIREMENTS:
- This is a full-time, exempt position aligned to a 260-day calendar, working 7.5 hours per day, 37.5 hours per week. This is a non-collective bargaining position.
- The primary worksite is Beyond the NEST at the CSIU office, 90 Lawton Lane, Milton, PA. Work may also include approved community, school, or partner locations when clinically or operationally necessary.
- This position may require occasional early morning or evening hours to accommodate family therapy, caregiver meetings, treatment-team activities, crisis follow-up, discharge planning, supervision, or training needs.
- Availability for travel within Pennsylvania, including occasional overnight stays for professional conferences and training events, may be required.
CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS:
- All property, including intellectual property, materials, equipment, clinical materials, documentation, written products, workflows, training materials, or services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.

MANAGEMENT REQUIREMENT: As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge of and promoting CSIU programs and services, and by relaying information about potential grants or other funding sources to appropriate CSIU staff members.
