    Responsibilities

    Summary:

    The Clinical Director provides clinical and administrative oversight for all contracted treatment services within the Maryland Department of Public Safety and Correctional Services (DPSCS). The Clinical Director is responsible for ensuring the delivery of evidence-based and clinically appropriate substance use disorder services to incarcerated individuals with substance use disorders. This position chiefly oversees clinical and administrative operations and ensures that programs comply with all contracting agency requirements, evidence-based practices and company policies and procedures.

    Primary Duties and Responsibilities:

    • The Clinical Director oversees delivery of evidence-based Substance Use Disorder and Medications for Opioid Use Disorder treatment services.
    • Ensures the proper provision of treatment services.
    • The Clinical Director monitors clinical documentation, treatment fidelity and program outcomes through quality assurance activities, chart reviews, audits, and corrective action plans (in partnership with Quality Assurance & Training Department).
    • In partnership with the Quality Assurance and Training Department, ensures compliance with DPSCS state regulatory standards, accreditation standards, licensing requirements, and contractual obligation.
    • The Clinical Director develops clinical programming and clinical protocols within correctional setting.
    • Supervisees clinical supervisors, counselors, and reentry social work staff (if applicable).
    • Provides leadership, coaching, training, supervision, and ongoing staff development for clinical and program staff.
    • Oversees reentry services to support successful and efficient transitions to community-based treatment and recovery services.
    • Review program performance indicators, prepares reports, analyzes clinical data, and implements program improvement initiatives, in partnership with QA & Training Department and Administration.
    • Responds to clinical concerns, critical incidents and operational issues while ensuring adherence to ethical and professional standards.
    • Chairs All Staff meeting, participates in Workplace Violence meetings; attends weekly Program Director's meeting or other provider meetings (as assigned).
    • Monitors and evaluates all business processes. Develops and implements process improvements to increase efficiency. Interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance; addresses complaints and resolves problems.
    • Establishes and maintains relationships with outside referral sources and other community partners.
    • Performs other duties as assigned.

    Qualifications

    Minimum Requirements:

    • Master's Degree from an accredited college or university in Health and Human Services and two (2) years as an administrator or supervisor preferably within a correctional or residential program and possess one of the following certifications:

    • Certified Professional Counselor - Alcohol and Drug (CPC-AD) or

    • Licensed Clinical Alcohol and Drug Counselor (LCADC) or

    • Licensed Clinical Professional Counselor (LCPC) with an Approved Supervisor Letter in Alcohol and Drug Counseling.

    • Experience with Accreditations and Audits Required.

    • Ability to understand a variety of models including cognitive behavioral therapy, theories of addiction and dynamics related to substance use and other criminogenic risk factors.

    • Ability to know and comply with program documentation requirements, applicable ethical and professional standards of conduct.

    • Ability to conduct initial clinical assessments and/or evaluations which serve as the basis for diagnosis and treatment.

    • Ability to provide services appropriate to the personal and cultural identity and language of the participant.

    • Ability to tailor helping strategies and treatment modalities to the participant''s stage of dependence, change, or recovery.

    • Ability to appropriately use strategies from accepted and culturally appropriate models with participants with substance use and other criminogenic risk factors.

    • Able to establish rapport with Participants, including management of crisis situation and determination of need for additional professional assistance.

    • Travel required with some work on weekends or evenings required.

    • Ability to interact in a professional manner in both individual and group counseling settings.

    • Excellent oral and written communication skills.
