Clinical Lead, Intensive Mobile Treatment

Overview

Provides cross-program clinical leadership and support across seven Intensive Mobile Treatment (IMT) teams. Partners with the Associate Director of Treatment Programs and team managers to promote consistent clinical practice, high-quality service delivery, staff development, and adherence to program, contractual, regulatory, and organizational requirements. Serves as a clinical resource to multidisciplinary teams working with adults who have complex behavioral health, substance use, medical, housing, and justice-system needs in community-based settings. Supports clinical assessment, case formulation, engagement, treatment and recovery planning, risk assessment and management, crisis response, documentation, and care coordination. Conducts regular team visits, case consultations, chart reviews, and observations of team practices. Identifies trends and develops or coordinates training, coaching, and quality improvement activities. Supports the Associate Director with program implementation, manager consultation, and delegated leadership responsibilities. Acts on behalf of the Associate Director in their absence to maintain continuity of clinical and operational oversight. Works under general direction.

What You Will Do

• Collaborates with the Associate Director of Treatment Programs to establish and reinforce clinical expectations, priorities, and standards across seven IMT teams.
• Provides cross-team clinical leadership, consultation, coaching, and technical assistance to team managers and multidisciplinary staff to strengthen clinical judgment, team functioning, and service quality.
• Supports consistent implementation of the IMT model and person-centered, recovery-oriented, trauma-informed, harm-reduction, culturally responsive, and evidence-informed practices.
• Conducts regular visits to team sites and, as appropriate, community settings; participates in team meetings and case conferences and observes clinical and operational practices to assess strengths, needs, and model consistency.
• Leads or facilitates consultation on complex and high-risk cases, including barriers to engagement, psychiatric and substance use needs, safety concerns, hospitalization, incarceration, housing instability, and coordination across systems.
• Reviews clinical assessments, treatment and recovery plans, risk and safety documentation, progress notes, and other records for quality, timeliness, clinical appropriateness, and compliance with program and organizational standards.
• Identifies individual and cross-team learning needs and develops, coordinates, delivers, and evaluates orientation, training, case-based learning, and other professional development activities.
• Supports team managers in providing effective clinical supervision, reflective practice, coaching, performance feedback, and staff development; escalates significant clinical or performance concerns to the Associate Director.
• Supports onboarding and integration of new managers and clinical staff and promotes consistent expectations regarding documentation, engagement, treatment planning, risk management, and interdisciplinary collaboration.
• Monitors clinical quality indicators, documentation trends, service data, incidents, complaints, and outcomes; identifies patterns and recommends targeted quality improvement and performance support strategies.
• Participates in incident review, risk management, root-cause analysis, and corrective action planning; follows up with managers and teams to support implementation and sustained improvement.
• Supports readiness for funder, regulatory, and organizational reviews, including site visits, chart reviews, and corrective action plans; tracks follow-up activities and assists teams in resolving identified gaps.
• Assists in developing, implementing, and revising clinical policies, procedures, workflows, supervision tools, training materials, and practice standards that support effective IMT service delivery.
• Collaborates with psychiatry, nursing, peer services, quality, compliance, human resources, and other internal partners, as well as hospitals, shelters, housing providers, criminal justice partners, and community-based organizations, to support coordinated care.
• Assists the Associate Director and team managers with recruitment, interviewing, staffing planning, resource allocation, coverage planning, retention efforts, and other workforce priorities, as assigned.
• Maintains accurate documentation of clinical consultations, team visits, chart reviews, training activities, identified concerns, recommendations, and follow-up actions.
• Represents IMT programs in internal and external meetings and workgroups, communicates significant issues to program leadership, and supports implementation of organizational and program initiatives.
• Assumes delegated leadership responsibilities in the Associate Director's absence, including supporting managers, addressing time-sensitive clinical and operational issues, facilitating communication, and escalating matters as appropriate.
• Provides delegated supervisory coverage, as assigned, and contributes to performance management, coaching, and staff development in partnership with team managers and the Associate Director.
• Maintains current knowledge of community behavioral health practice, mobile treatment, serious mental illness, co-occurring substance use, crisis and risk management, and relevant regulatory and contractual requirements.
• Travels regularly among team offices and community-based service locations throughout New York City based on program and operational needs.
• Participates in special projects and performs other duties as assigned.

Qualifications

Licenses and Certifications:

License and current registration in New York State as a Licensed Master Social Worker (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Mental Health Counselor (LMHC), Licensed Psychologist, or another behavioral health clinical license appropriate to the position requiredAdditional certification or formal training in clinical supervision, substance use treatment, trauma-informed care, or crisis intervention preferred

Education:

Master's Degree in Social Work, Mental Health Counseling, Psychology, or a related behavioral health discipline required

Work Experience:

Minimum of five years of post-graduate clinical experience in behavioral health services requiredMinimum of three years of experience in community-based, mobile, outreach, or intensive treatment services for adults with serious mental illness and co-occurring needs requiredMinimum of two years of clinical supervision, program leadership, or management experience requiredExperience serving individuals with complex behavioral health needs, homelessness or housing instability, substance use, repeated hospitalization, and/or criminal justice involvement requiredDemonstrated expertise in clinical assessment, case formulation, crisis intervention, risk assessment and management, safety planning, and complex case consultation requiredExperience reviewing clinical documentation, treatment plans, and service records for quality, compliance, and clinical appropriateness requiredExperience developing and facilitating clinical training, orientation, coaching, and professional development activities requiredExperience with quality improvement, incident review, audits or site reviews, and corrective action planning preferredDemonstrated ability to collaborate effectively with multidisciplinary teams, managers, external systems, and community partners requiredKnowledge of New York City behavioral health, housing, hospital, shelter, and criminal justice systems, including referral and care coordination pathways preferredExcellent clinical judgment and oral, written, interpersonal, consultation, and facilitation skills requiredProficiency with electronic health records, data and reporting tools, and Microsoft Office applications requiredAbility to travel regularly throughout New York City and work effectively in office, field, and community-based settings required

Pay Range

USD $93,400.00 - USD $116,800.00 /Yr.
