Main Purpose of Job
This position serves as a Social Service Administrator IV who provides direct supervision, clinical oversight, and program leadership to five Child Welfare Supervisors and their respective units. The position will support complex case decision-making involving child maltreatment, behavioral health concerns, substance use disorders, domestic violence, and other high-risk situations. The SSA IV will strengthen risk assessment, practice consistency, quality assurance, and compliance with state and federal standards while providing coaching, guidance, and professional development support to supervisors and frontline staff. The incumbent is responsible for strengthening clinical decision-making, enhancing supervisory capacity, ensuring compliance with federal and state mandates (including CFSR and ACQI expectations), and promoting high-quality service delivery that ensures the safety, permanency, and well-being of vulnerable children and adults. This role directly supports the agency''s mission by advancing practice excellence, accountability, and system coordination across complex and high risk service populations.

MINIMUM QUALIFICATIONS
Education: A Masterâs degree in social work from an accredited college or university approved by the Council on Social Work Education.
Experience:Â Seven years of professional experience in a social work capacity in a public or private agency or institution, five years must have been in an administrative supervisory or consultative capacity.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operatorâs license valid in the State of Maryland.
