Description

Under the supervision of the Executive Director, or their designee, and in collaboration with the Medical Director, the Clinical Services Manager oversees the day-to-day clinical support operations of the Community Health Center (CHC). This position supports the implementation of care standards, established by the Medical Director, including clinical quality improvement and quality assurance activities, and the development and implementation of clinical policies and procedures. Analyzes clinical workflows and coordinates clinical staff education to ensure that programs operate in accordance with various recognition and quality standards, including Patient Centered Medical Home, value-based care initiatives, HEDIS, UDS and other applicable reporting, performance or regulatory requirements. Represents the CHC at meetings and workgroups as assigned.

Essential Functions

  • Develops, implements, evaluates and updates clinical support staff workflows and processes to promote standardized, efficient and compliant care delivery. Works in collaboration with the Medical Director to ensure clinical services are offered in a standardized, compliant and evidence-based manner, and support applicable quality and recognition standards, including Patient-Centered Medical Home, HEDIS, UDS, value-based care and other applicable reporting requirements.
  • In partnership with CHC Operations (Site) Managers, coordinates the activities of the Charge Nurses and other assigned clinical support staff to promote standardized clinical workflow and best practices across sites.
  • Oversees clinical onboarding and coordinates competency evaluation, clinical staff education, and training processes in conjunction with designated staff and other appropriate leaders to support regulatory compliance, implementation of standardized best practices and staff proficiency in required job duties.
  • In collaboration with the Medical Director, oversees assigned staff supporting the clinical quality program. Assists staff in tracking and reporting program outcomes and helps ensure that the clinical quality program aligns with established clinical standards, internal goals and grant and/or contract requirements.
  • In collaboration with the Medical Director, ensures quality assurance and clinical compliance activities, including the development and implementation of policies and procedures and the measurement of program outcomes and activities.
  • Supports implementation and monitoring of patient safety, incident reporting, and adverse event follow-up processes; assists with identifying trends and implementing corrective actions in collaboration with key leadership.
  • Assists in monitoring patient satisfaction, complaints, and grievance trends related to clinical operations, and collaborates with site and key leadership to address identified issues and improve service delivery.
  • In collaboration with the Medical Director and operational leaders, supports implementation and maintenance of standardized care coordination processes throughout the CHC.
  • Performs personnel management functions for assigned staff, including interviewing, selection, orientation, training, scheduling, coaching, and performance evaluation. Evaluates work assignments, processes and efficiencies. Reviews staff performance and addresses performance concerns through the approved disciplinary process.
  • In conjunction with CHC Operations (Site) Managers, helps ensure that medical equipment is tracked and adequately maintained to ensure regulatory compliance and safe patient care. Evaluates equipment needs and makes recommendations regarding purchase and replacement as appropriate. Coordinates staff training on equipment and related processes, as required. Assists with medical supply selection and purchasing to promote standardization and cost efficiency.
  • Participates in professional development activities to remain current with trends and practices in primary care, ambulatory care, and community health center operations. Attends local, state, regional and national conferences, and community events related to community health centers as requested.
  • In collaboration with the Medical Director, coordinates and participates in the credentialing/privileging activities in accordance with organization policies and HRSA requirements.
  • Participates in health center management and interdisciplinary leadership meetings, committees, and improvement activities, as assigned.
  • Supports readiness for HRSA operational site visits, audits, and other external reviews by assisting with documentation, staff preparation, workflow standardization, and corrective action follow-up, as assigned.
  • Coordinates and represents CHC in collaborative activities related to the Michigan Community Health Network and value-based care initiatives and other assigned partnerships.

Employment Qualifications

Education: A bachelor's degree in Nursing is required. A master's degree in Public Health, Nursing, Health Administration or a related field is preferred.

Experience: A minimum of five (5) years of ambulatory or outpatient clinic experience in a clinical supervisory capacity is required. Previous federally qualified health center experience preferred.

Other Requirements: Current licensure as a Registered Nurse in the State of Michigan is required. Basic Life Support certification is required. A working knowledge of electronic health records, word processing, spreadsheet and database software is required.

Demonstrates effective communication skills by engaging, interacting and working with all individuals to ensure clarity and understanding in all interactions.

  • Ability to operate a PC/laptop and other office equipment.
  • Ability to handle varying and often high levels of stress.
