ABOUT THE POSITION

Clinical Therapist I/II - Detention

Medication Assisted Treatment Program

Riverside, CA

The Riverside University Health System - Behavioral Health Detention Services is currently looking to fill Clinical Therapist I/II - Detention positions at our jail in Riverside (Robert Presley Detention Center), Murrieta (Cois Byrd Detention Center). Under supervision, this position performs a range of therapeutic assignments related to the field of mental or behavioral health services and psychiatric social work, which includes the design and implementation of personalized treatment plans, individual and group psychotherapy, evaluations and investigations, and professional counseling, as applicable by professional licensing law, in order to meet the needs of consumers with mental or emotional disorders; and performs other related duties as required.

About The Medication-Assisted Treatment (MAT) program

The Medication-Assisted Treatment (MAT) program is a comprehensive approach to treating substance use disorders. It combines approved medications with counseling and behavioral therapies. Designed to support the "whole patient," MAT is especially effective for individuals struggling with addiction to opioids such as heroin, prescription painkillers and alcohol. Alongside medication, patients participate in individual and group therapy that provides essential support, coping strategies, and skill-building to aid them through incarceration. The goal is by integrating medical and therapeutic interventions tailored to each patient's needs, MAT offers a well-rounded, evidence-based path of support to help individuals complete their incarceration period. Therapists will be responsible for screening, assessing, and monitoring individuals for mental health and substance use disorders, including identifying suicide risk and acute psychiatric needs. Additionally, they will conduct crisis intervention, individual therapy, group therapy, and ongoing case management, while documenting care provided and maintaining compliance with legal and clinical standards. This position will work a 12 hour shift and a California Driver's License is required.

About Detention Behavioral Health Services

A mental health response team is available to address life threatening situations such as suicidal ideation or attempts in the jails. All referred individuals receive a mental health evaluation to determine the presence of a psychiatric problem and identify the services needed. Medication services are provided as needed along with follow up mental health referrals for outpatient services.

In addition to the base pay, Clinical Therapists assigned to DETENTION positions receive an hourly differential of 20%. This differential applies to all hours worked, which is any regular or overtime hours worked up to 80 hours per pay period (it does not apply to the use of leave balances). Please note this differential is temporary and can be removed at any time.

The shift for this position is a rotating day shift 12-hour shift 7:00AM to 7:30PM to include weekdays and weekends.

The first month is training day shift Monday - Friday

Incumbent are also required to complete a level one Sheriff background clearance.

Incumbents in this classification are eligible to receive a forensic mental health differential of 8.3% per hour worked.

Bilingual Spanish is preferred and may be eligible for an added differential.

The certification list generated from this recruitment may be used to fill other future Clinical Therapist vacancies within Behavioral Health that may occur in the coming weeks throughout the county.

The Clinical Therapist I - Detention is the unlicensed entry level class of the Clinical Therapist series. This series includes the Marriage and Family Therapist Registered Intern (MFTI), the Registered Associate Clinical Social Worker (ASW), and the Professional Clinical Counselor Registered Intern (PCCI). Through education and supervised clinical experience on the job, incumbents in this classification develop advanced diagnostic and treatment skills while gaining qualifying experience for which state licensure is required. Incumbents within this classification will be assigned and expected to work in one of the five adult detention facilities (this specifically excludes those incumbents assigned to the Mental Health Court Program) throughout the County of Riverside: Robert Presley Detention Center in Riverside, Southwest Detention Center in Murrieta, Larry D. Smith Correctional Facility in Banning, Indio Jail, or the Blythe Jail.

The Clinical Therapist I - Detention is required to obtain a license issued by the California State Board of Behavioral Sciences to practice as a Licensed Clinical Social Worker, a Licensed Professional Clinical Counselor, or a Licensed Marriage and Family Therapist within six years from the date of hire. Incumbents placed in the Clinical Therapist I classification in the County of Riverside prior to September 18, 2014 may obtain licensure within eight years from the date of hire. The Clinical Therapist I - Detention is a natural progression underfill for the class of Clinical Therapist II - Detention. Incumbents will promote to Clinical Therapist II - Detention after obtaining a satisfactory performance evaluation and upon providing proof of licensure.

The Clinical Therapist II - Detention is the journey and licensed level of the Clinical Therapist series. Incumbents within this classification will be assigned, and expected to work in one of the five adult detention facilities (this specifically excludes those incumbents assigned to the Mental Health Court Program) throughout the County of Riverside, Robert Presley Detention Center in Riverside, Southwest Detention Center in Murrieta, Larry D. Smith Correctional Facility in Banning, Indio Jail, or the Blythe Jail.

Positions in this class include the Licensed Marriage and Family Therapist (LMFT), the Licensed Professional Clinical Counselor (LPCC) and the Licensed Clinical Social Worker (LCSW). Incumbents are experienced, licensed marriage and family therapists, licensed professional clinical counselors or licensed clinical social workers. The Clinical Therapist II class has responsibility for performing, within the scope of licensure, the full scope of psychotherapy and counseling for individual consumers, couples, families, and groups exhibiting a variety of mental health and related disorders in a clinic or institutional setting. Assignments range from average difficulty to very complex and may include serving in a lead capacity over other mental health treatment staff.

EXAMPLES OF ESSENTIAL DUTIES

  • Interview consumers, relatives, and other involved persons to gather personal and social data relevant to assessing mental or emotional disorders.
  • Develop service plans with consumers; evaluate psychological, economic, vocational, educational, physical, health, socialization, and housing needs.
  • Coordinate with other staff members (psychiatrists, psychologists, and other program staff) and community agencies in carrying out and designing treatment or rehabilitation plans.
  • Assist consumers and other concerned individuals in understanding the nature of major psychological illnesses and their psychosocial effects.
  • Assist consumers and their families in understanding and choosing options of mental health treatment.
  • Initiate and conduct individual, collateral, group, and family therapy sessions.
  • Establish and maintain effective contact with local area mental health resources, including community members, parents, schools, residential facilities, and other agencies/organizations.
  • Perform specialized tasks including involuntary hospitalization procedures (5150) and Tarasoff assessments.

  • Act as a casework consultant to other clinical therapists and other departmental staff.
  • Licensed level, within the scope of licensure, may provide clinical supervision to unlicensed clinicians.

  • Conduct clinical discussions regarding complex or difficult cases.
  • Respond to emergencies, within licensure, which may occur on the unit.
  • Coordinate the flow of information and clinical data to ensure continuity in treatment or shift.
  • Serve as liaison with other sections, units, services, and agencies.

MINIMUM QUALIFICATIONS

Certificate: Possession of a valid certificate of registration as a Associate Clinical Social Worker, Associate Marriage and Family Therapist, Associate Professional Clinical Counselor, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor issued by the California State Board of Behavioral Sciences.

Knowledge of: Psychological aspects of physical and emotional disturbances and mental deficiencies; characteristics of emotional and mental disorders including their effect on the individual in the community; mental health local community resources and community support systems; principles of clinical interviewing and methods of recording patient information.

Ability to: Effectively apply the principles and techniques of clinical therapy, including a variety of treatment modalities; analyze consumer behavior and apply treatment or counseling techniques in a coordinated care social rehabilitation environment; speak and write effectively; provide crisis intervention; prepare clear and concise reports and interpret data; work effectively with a multicultural consumer and family population with diverse backgrounds and needs; establish and maintain effective working relationships with consumers, their families, other staff members, and mental health organizations/ agencies.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.

Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
