Description
Under the direction of the assigned supervisor, the Cloud & Platform Services Manager is responsible for the planning, administration, and continuous improvement of the Districts cloud, infrastructure, and enterprise platform services program. The position ensures the secure, reliable, and integrated operation of technology services delivered through cloud, SaaS, AI-enabled platforms, and vendor-managed environments that support institutional operations, student services, and data-informed decision-making, including emerging capabilities enabled through AI technologies.
This position is responsible for a major functional program area that includes cloud services, identity and access management, enterprise platform enablement (including AI-enabled technologies), and software-defined network and connectivity services delivered through cloud-managed and vendor-provided platforms. These services are managed as integrated, service-based capabilities rather than District-operated physical infrastructure.
The role exercises independent judgment in establishing service standards, coordinating vendor-delivered infrastructure, and aligning distributed technology services with District priorities, and provides direct supervision of assigned staff.
Distinguishing Characteristics:
This is a management-level classification responsible for program administration, service ownership, and supervisory oversight of District cloud and platform services.
This classification is functionally distinct from traditional infrastructure roles responsible for on-premise networking, storage, and compute. The incumbent does not primarily perform installation, maintenance, or repair of physical systems.
Network and connectivity services within this classification are software-defined and cloud-managed, including services such as identity-integrated, cloud-delivered secure remote access, and vendor-managed connectivity platforms. The position is responsible for the governance, standards, service performance, and integration of these services across distributed environments, rather than the operation of physical network hardware.
Connectivity services within this classification are limited to enterprise data access and identity-integrated network services and do not include standalone communication systems such as voice or telephony platforms, which are administered separately.
Full Salary Range $112,625.53 to $160,301.24
Responsibilities
Plan, organize, and administer the Districts cloud and platform services program, aligning services with institutional priorities and technology strategy
Develop and implement service roadmaps for cloud platforms, identity systems, software-defined and cloud-managed connectivity services, and enterprise platform enablement
Establish and maintain standards, policies, and service delivery models for distributed, cloud-based technology environments
Evaluate emerging technologies and make strategic recommendations regarding adoption, modernization, and lifecycle management
Evaluate and support the infrastructure and platform requirements for AI-enabled technologies, ensuring alignment with District standards for security, data governance, and system integration
Serve as the service owner for infrastructure-related services, including cloud platforms, identity and access management, software-defined and cloud-managed network and connectivity services, cloud-based storage services, and endpoint management, ensuring these services operate as secure, scalable, and integrated components of the Districts enterprise technology ecosystem
Ensure end-to-end service reliability, scalability, and availability across internal and vendor-managed environments
Oversee the delivery and performance of software-defined and vendor-managed connectivity services, ensuring alignment with District standards for access, security, and reliability
Lead continuous service improvement efforts based on performance data and institutional needs
Oversee vendor-hosted and cloud-delivered infrastructure environments that support enterprise SaaS platforms and institutional systems, ensuring readiness for implementation, integration, and ongoing operations
Govern identity, authentication, and provisioning frameworks that enable secure and automated access across systems
Ensure effective integration of systems and services in partnership with district staff, including coordination of authentication models, data flows, and platform dependencies
Ensure infrastructure readiness and integration support for AI-enabled platforms and services, including identity integration, data access controls, and interoperability with enterprise systems
Coordinate infrastructure readiness for testing, deployment, and production operations of enterprise systems
Provide oversight and maintain relationships with cloud providers, SaaS vendors, and technology partners supporting infrastructure and platform services
Monitor vendor performance, service levels, and contractual obligations, ensuring alignment with District expectations
Participate in the evaluation and recommendation of technology solutions, platforms, and vendor services
Implement infrastructure and platform controls aligned with security standards, identity governance, District policies, and risk management practices
Collaborate with District leadership to support the secure and responsible deployment of AI-enabled technologies, ensuring alignment with data protection, access control, and institutional risk management practices
Plan, assign, supervise, and evaluate the work of assigned staff
Participate in the recruitment, selection, and training of staff
Provide leadership in staff development, cross-training, and skill alignment to support evolving technology environments
Participate in technology governance processes, including change management and project prioritization
Collaborate with faculty, staff, and administrators to ensure services effectively support operational needs
Participate in the development and administration of budgets and administrative program review related to cloud and platform services
Create and maintain documentation, reports, and records related to program operations, project tracking, and service performance
Evaluate and recommend technology investments, contracts, and service agreements
Remain current with developments in cloud computing, enterprise platforms, AI-enabled technologies, software-defined networking, cybersecurity, and higher education technology
Perform related duties as assigned

The work assigned to this classification is typically performed in a computer operations/classroom environment. While performing the duties of this classification, the employee regularly is exposed to fast-paced deadlines, frequent interruptions and the hazards of working with video display terminals and keyboards. The work environment is moderately noisy and offices are maintained at unusually cool temperatures. Duties may require the employee to work at nonconventional (outside core hours) and at all District Locations at times as necessary.
