JOB DESCRIPTION

To serve as an agency expert for the storage tank remediation program. This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia § 2.2-3118.2. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

Responsibilities include:

  • Manage, administer, and monitor the storage tank remediation program to ensure the program is operating effectively and efficiently.
  • Provide the highest level of technical advice and guidance to central and regional office staff, localities, and the regulated community.
  • Monitor and refine UST remediation regulations and guidance, develop training, draft policy and procedures, and ensure statewide compliance with regulations.

QUALIFICATIONS

The successful candidate will possess:

  • Comprehensive knowledge of State and Federal Leaking UST program, applicable regulations, codes, and industry standards.
  • Practical experience in geology, hydrogeology, waste management, groundwater contamination and site assessment techniques, groundwater and leaking UST remediation technology, risk assessment techniques, surface water cleanup techniques.
  • Experience with the Virginia solid and hazardous waste regulations as they pertain to petroleum contaminated media.
  • Knowledge of procurement and contract law, including the Virginia Public Procurement Act, and statewide and internal procurement policies and practices. Knowledge of federal grant/financial management principles.
  • Experience in planning, developing, implementing, directing, managing, and evaluating complex programs over a statewide area.
  • Demonstrated ability to solve complex problems and lead programs/teams, program and project management skills
  • Skills in regulation development and interpretation
  • Complex problem solving; time management, public speaking.
  • Written and interpersonal communication skills and PC operation.
  • Coursework or equivalent work experience in geology, hydrogeology, environmental science. Work experience demonstrating excellent work ethic and independent work skills.
  • A Real ID or U.S. passport is required to access certain facilities.
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver"s license is required.
  • Must complete Virginia State and Local Conflict of Interest Act Training (bi-annually).
