JOB TITLE:  CODE COMPLIANCE INSPECTOR I
DEPARTMENT: INSPECTIONS

REPORTS TO:  DIRECTOR OF COMMUNITY DEVELOPMENT
CLASSIFICATION:  GRADE 11

FLSA STATUS:  NON-EXEMPT
MINIMUM PAY: 47,085.46

EXAMPLES OF WORK
  • Conducts inspections of residential and commercial structures, accessory buildings, and exterior property areas for compliance with applicable codes and ordinances.
  • Investigates complaints related to property maintenance, zoning, and nuisance conditions.
  • Documents violations and issues notices of violation in accordance with established procedures.
  • Tracks and manages cases to ensure timely resolution and accurate reporting.
  • Maintains records of inspections, complaints, notices, and enforcement actions.
  • Assists in the enforcement of nuisance ordinances, including follow-up inspections and compliance tracking.
  • Communicates with property owners, tenants, contractors, and the public regarding violations and corrective actions.
  • Coordinates with other City departments and agencies as needed.
  • Participates in public meetings, neighborhood outreach efforts, and educational programs related to code compliance.
  • Utilizes software systems and photographic equipment to document inspections and maintain case files.
  • Participates in departmental training, drills, and professional development activities.
  • Maintains required certifications and stays current with applicable codes and regulations.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS OF WORK
  • High school diploma or equivalent.
  • Minimum of three (3) years of experience in property maintenance, construction, code enforcement, zoning, or a related field.
  • Strong customer service and conflict resolution skills.
  • Ability to effectively communicate both verbally and in writing.
  • Proficiency in basic computer applications (e.g., word processing, spreadsheets, databases).
  • Ability to obtain certifications through the International Code Council (ICC) and/or the Commonwealth of Virginia in residential and commercial inspection disciplines (building, plumbing, mechanical, electrical) within three (3) years of employment.
  • Equivalent combination of education, training, and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of property maintenance codes, nuisance ordinances, and inspection practices.
  • Ability to interpret and enforce codes and regulations fairly and consistently.
  • Ability to investigate complaints and determine appropriate corrective actions.
  • Ability to maintain accurate and detailed records.
  • Ability to communicate effectively with the public, including in challenging situations.
  • Ability to make presentations and participate in public outreach activities.
  • Ability to use photographic and inspection-related equipment.
  • Ability to recognize hazards and use appropriate personal protective equipment (PPE).
  • Ability to establish and maintain effective working relationships with staff, officials, and the public.
PHYSICAL DEMANDS
Work requires a combination of office and field activities. The employee is regularly required to stand, walk, climb, bend, stoop, kneel, and reach while conducting inspections. The position may require lifting or moving heavy objects (up to 100 pounds). Visual acuity is necessary for inspecting properties and identifying violations.

WORK ENVIRONMENT
Work is performed in office settings, vehicles, and outdoor environments in varying weather conditions. The employee may be exposed to construction sites, uneven terrain, hazardous conditions, and loud noise. Occasional exposure to chemicals, mechanical equipment, and other environmental risks may occur.

SPECIAL REQUIREMENTS
  • Possession of a valid driver’s license issued by the Commonwealth of Virginia.
  • Ability to obtain required certifications within established timeframes.
