Under general supervision, the Code Compliance Officer is responsible for monitoring and enforcing City of Bryan codes, ordinances, and regulations of private and public properties related to zoning, land use, nuisance ordinances, health and sanitation, water/wastewater, solid waste, junked vehicles, and other codes as assigned. Investigates violations and initiates procedures to abate violations, including issuing notices of violation, citations, and other correspondence specifying necessary corrective action, compliance, and compliance dates. In addition, this position performs commercial, industrial, and residential audits to maintain compliance with environmental regulations and state-issued permits.
The officer serves as a resource and provides information on local and state regulations to property owners, residents, businesses, the general public, and other City departments.
Essential Job Functions
- Patrols assigned areas in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determines the proper method to resolve violations.
- Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interview complainant and witnesses; conducts investigations and provides recommendations for resolution.
- Conducts field investigations; inspects properties for violations; attempts to make contact at the residence or business in order to resolve violations; issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations.
- Schedules and performs all follow-up functions to gain compliance including letters, inspections, calls, and meetings to ensure compliance with appropriate codes and ordinances; issues administrative and parking citations and notices of violation as necessary.
- Prepares a variety of forms, notices, citations, letters, reports, and other documents related to enforcement activities.
- Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations. Includes photographs, diagrams, illustrations, etc. in support of documentation, as needed.
- Prepares evidence in support of legal actions taken by the City; appears in court and testifies in court proceedings as required.
- Interprets and explains municipal codes and ordinances to the general public, contractors, business owners, and other interested groups in the field, in the office, and on the telephone.
- Performs a variety of field and office work in support of the City's local code enforcement program.
- Educates the general public on ways to resolve code violations.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications
Required:
- High School Diploma/GED.
- At least five (5) years of work experience involving a high level of public contact including some experience dealing with the public in enforcement, inspection, investigation, environmental compliance, dispute resolution, criminal-justice, customer service, or similar field.
Preferred:
- Specialized training and/or college-level coursework in criminal justice, public administration, business, chemistry, biology, or similar field of study.
- Experience in the enforcement of municipal codes is preferred, but not required.
Equivalent combinations of education, experience, certification, and training may also be considered.
Knowledge, Skills & Abilities
Knowledge of:
- Methods and techniques for record-keeping and report preparation and writing.
- Modern office equipment, including a computer and applicable software.
- Effective public relations practices.
Ability to:
- Learn more complex principles, practices, techniques, and regulations pertaining to assigned duties.

- Prepare accurate and detailed written documentation with clearly organized thoughts and use proper sentence structure, punctuation, and grammar to convey the appropriate codes, facts, and statements.
- Maintain accurate and complete logs, records, and files.
- Read and interpret maps, sketches, drawings, specifications, legal descriptions, and technical manuals.
- Perform mathematical calculations quickly and accurately
- Organize, prioritize, and follow up on work assignments in a timely manner.
- Respond to inquiries, complaints, and requests for service in a fair, tactical, and firm manner.
- Effectively deal with angry and non-cooperative people.
- Observe safety principles and work in a safe manner.
- Communicate effectively with all levels of employees and management.
- Interpret and abide by City and departmental administrative directives, policies, and procedures.

Licenses, Certifications & Special Requirements
- Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
- Must be able to obtain Code Enforcement Certification within one (1) year of hire.
Physical Demands
Physical demands include but are not limited to: sitting, standing, walking, driving, talking, hearing, seeing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, climbing, and lifting/carrying objects up to 50 pounds; operating office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; operating a vehicle to travel to various locations.
Working Conditions
Work is performed in both field and office settings. Fieldwork includes exposure to inclement weather, rough terrain, noise, hazardous materials, chemicals, air and/or waterborne pathogens, and occasionally disgruntled individuals.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: phone, computer/laptop, printer, copier, scanner, calculator, hand tools, manual and automated collection devices, and work vehicle.
