Job Description

The purpose of this job is to conduct proactive and reactive inspections and investigations of properties and buildings to enforce City regulations and codes. Determines the nature of environmental or health hazards, nuisance violations and unsafe building conditions; generates violation letters, posts properties to abate, or initiates summons to have violators to appear in court; documents all actions and evidence collected during initial investigations; and conducts follow-up inspections. Prepares substandard/dangerous building case files for administrative proceedings. This is a safety sensitive and/or DOT position. As such, you will be required to participate in random drug testing at the city.

Job Functions

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Investigates complaints by meeting with citizens, City departments, and businesses regarding vacant homes and lots; addresses various violations, both reactively and proactively, related to tall weeds/grass, junk vehicles, trash and debris, MS4, storm water pollution and prevention, enforcement of sign ordinance, and tree preservation.
  • Enforces code of ordinances regarding substandard structures and enforces codes related to housing standards, environmental health, vehicle and junk vehicle, vegetation abatement, and zoning ordinances.
  • Documents all actions and evidence collected on initial investigations and follow up inspections. Creates notice letters, generates emails, responds to emails, adds photos from initial inspections and follow up inspections associated with case violations; scans all documents to cases.
  • Issues notice of violation documents to property owners regarding nuisance violations that exist with their properties.
  • Prepares substandard/dangerous building case files for administrative proceedings.
  • Prepares quotes and work orders,and posts property for abatement.
  • Documents all actions and information necessary to file liens for abatement.
  • Performs related work as required.

Qualifications

  • Minimum of one year of experience in code enforcement, inspections, investigations, planning, or a related regulatory field
  • Associates degree or a minimum of 60 college hours in a related field, or an equivalent combination of education or relevant experience.

Required Licenses or Certifications

  • Code Enforcement Officer Certificate of Registration or shall obtain Code Enforcement Officer Certificate within 120 days from date of employment.

Supplemental Information

Knowledge of:

  • City zoning, ordinance and land use regulations, rules, office practices and procedures.
  • Municipal codes, Energov, and IG Inspect and Enforce
  • Database systems to navigate GCAD (Galveston County Appraisal) HCAD (Harris County Appraisal) and Pictometry to locate properties in assigned zoned areas
  • English grammar, spelling, punctuation
  • Principles and practices of basic bookkeeping
  • Modern office procedures, methods and computer equipment

Skill in:

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios

  • Use resources to track owners, new owners and business owners for certificate of occupancy
  • Generate notice of violation letters, scan and prepare for mailing to violators
  • Use maps to determine size of vacant lots, distance and square footage in order to set up for abatement
  • Meet schedules and deadlines of the work

  • Accurately organize and maintain paper documents and electronic files
