Job Objective & Safety/Security Sensitive Designation

JOB OBJECTIVE: To investigate and enforce zoning, signage, subdivision, and landscaping violations by visiting sites on a regular basis to determine compliance with applicable codes and ordinances; to issue citations for violations of all applicable codes and ordinances.

Essential Functions

ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES

  • Receives, investigates, and enforces complaints of zoning, signage, landscaping and subdivision violations by visiting sites on a regular basis to determine compliance with applicable codes and ordinances.
  • Performs inspections in assigned areas of the City to identify if zoning, signs, subdivision, and landscaping violations exist in compliance with all applicable policies, procedures, codes, ordinances and laws.
  • Issues citations to property owner and/or agent based on inspection findings; takes photographs of violations; testifies in court regarding citations issued for violations of the zoning, signage, landscaping, and subdivision codes and ordinances.
  • Notifies property owner and/or agent of violating zoning, sign, landscaping or subdivision codes violations that must be corrected within established time frame in compliance with all applicable city ordinances.
  • Conducts follow-up inspections to monitor and verify compliance with previously issued violation notices.
  • Notifies the supervisor of persons refusing to comply with ordinances for approval to issue citations and warrants.
  • Provides technical information and answers questions in person, by telephone and by written correspondence regarding zoning, signage, landscaping, and subdivision ordinances and regulations.
  • Receives and reviews business license applications to ensure compliance with zoning regulations; forwards applications to Treasury Management.
  • Receives and reviews applications from citizens for sign and related permits; issues receipts for sign permit fees collected.
  • Receives and reviews residential building permits and requests for zoning clearance.
  • Establishes and maintains hard copy and electronic files and records of code enforcement inspections and other related documents in compliance with Departmental policies and procedures.
  • Operates a personal computer and tablet utilizing word processing and database software in the performance of essential job functions.
  • Operates an assigned City automobile in the performance of essential job functions.

Minimum Qualifications, Additional Requirements and Supervisory Responsibilities

These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, one (1) year of experience in the administration or enforcement of zoning, signs, subdivisions, or landscaping codes and ordinances or other public regulations, and one (1) year of experience in the interpretation of site plans, plats, land surveys, or a related area. Equivalent combinations of education and experience will be considered.

Application Requirements

  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.

  • Must possess citation authority certification within one (1) year of employment and maintain certification for the duration of employment in this position.

OTHER PROVIDED INSURANCE

Life Insurance -The Basic Life Benefit is 2x times your salary. Mid Managers and above is 3x your salary. The premium is 100% paid by the employer and is effective your hire date.

AccidentalDeath & Dismemberment -The AD&D benefit is 1x your annual salary rounded to the nextthousandsofcoverages.

Long Term Disability-60% of salary continuance after6- month waiting period and6-monthelimination period.

RETIREMENT

PENSION- All full time, non-uniform employees

Non-uniform employees shall be required to participate immediately upon employment in the 2014 Defined Benefit Plan. Contributions are mandatory for both the employee and the city. Contribution rates are Employee: 4.5% of salary Employer 9% of salary.

OTHER COMPENSATION

LONGEVITY PAY (provided to all employees)

Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and each year there after.
