The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 35 local health districts. These entities work together to promote healthy lifestyle choices that can combat chronic disease, educate the public about emergency preparedness and threats to their health, and track disease outbreaks in Virginia.

The City of Norfolk's Department of Public Health is seeking a candidate for the position of Codes Enforcement Team Leader. This position is responsible for managing staff, assigning duties, monitoring bulk containers serviced by private collectors, educating the public and commercial solid waste collection firms of the provisions of the city codes, investigating complaints, and enforcing compliance.

Department Hiring Salary Range: $65,838 - $75,551

Essential Functions

Essential functions include but are not limited to:

  • Performs supervisory duties by preparing reports, reviewing subordinate work for accuracy and thoroughness, assigning duties, coordinating activities, forwarding non bulk container issues to other agencies, ensuring prioritization of emergency situations, responding to requests for information, scheduling, disciplining, evaluating and developing personnel, setting goals and objectives, serving on multi-agency committees and teams, implementing technical and administrative policies and procedures and assisting with budget preparation.
  • Informs, educates, and enforces the City Code on private waste collection by notifying property owners of requirements and issuing citations and summons for violations.
  • Investigates complaints/issues related to private waste collection in the City of Norfolk.
  • Investigates complaints/issues related to vector control and issues legal notices and summons as needed.
  • Assists with closely related Environmental Health programs.
  • Performs mosquito and rodent abatement as needed.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Five years experience in management and general knowledge in at least one of the following areas: building construction, building, fire or housing inspections, plumbing, electrical or mechanical trades, fire protection, elevators or property maintenance.

Preferred Experience:

One year experience with enforcement and/or inspections.

  • Valid Drivers License

  • Special Police Officers certification within six months of hire.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
