POSITION SUMMARY

Under general supervision, performs journey-level work supporting the daily operations of the Solid Waste - Collection Center Division of the Utilities Department in accordance with the Employee Manual, Department policies and procedures, City of Alamogordo ordinances, applicable standard operating procedures, and relevant State and Federal requirements.

RECRUITMENT QUALIFICATIONS

Required:

  • High School Diploma or GED equivalent;
  • Two (2) years of work experience involving labor, maintenance, equipment operation, solid waste operations, or similar duties;
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo; and
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Required within sixty (60) days of hire:

  • OSHA-compliant forklift certification.

Required within six (6) months of hire:

  • Valid New Mexico Class A or B Commercial Driver's License with a driving record acceptable to the City of Alamogordo. Skills testing shall be performed in a commercial vehicle equipped with a manual transmission. Drivers shall be granted a period of six (6) months from the date of hire to upgrade and remove an automatic transmission (E) restriction if one exists.

Required within eighteen (18) months of hire:

  • Transfer Station Facility Operator Certification issued by the New Mexico Environment Department (NMED).

Desired:

  • Experience operating equipment such as forklifts, backhoes, chippers, compactors, or similar equipment.
  • Experience performing routine maintenance and repairs on equipment, containers, small engines, or facility components.
  • Experience working at a landfill, transfer station, recycling center, or similar facility.
  • Welding or fabrication experience.
  • Customer service experience.
  • The New Mexico Environment Department Resource Recovery Bureau administers operator certification requirements pursuant to 20.9.7 NMAC. Minimum experience, training, examination, application, renewal, and continuing education requirements are established by NMED and are subject to change.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Performs daily Collection Center operations independently, including waste receiving, customer direction, equipment operation, container handling, grounds maintenance, and facility cleanup;
  • Greets customers, verifies authorized use of the facility, and directs customers to the appropriate disposal or recycling area;
  • Screens and inspects incoming loads for prohibited, restricted, hazardous, or otherwise unacceptable waste in accordance with established procedures;
  • Evaluates questionable loads and refers disputed, unusual, or regulated waste to the Collection Center Supervisor or designee;
  • Assists customers with unloading materials when it can be performed safely;
  • Operates assigned equipment, including utility trucks, forklifts, backhoes, chippers, compactors, and similar equipment;
  • Loads, packs, changes, stages, and prepares containers for removal or transport;
  • Performs Collection Center opening and closing duties;
  • Conducts routine inspections of vehicles and equipment, including fluid levels, tires, lights, guards, hydraulic systems, and visible damage;
  • Identifies and reports equipment defects, unsafe conditions, spills, fires, injuries, customer conflicts, and other incidents to the Supervisor;
  • Performs routine maintenance and minor repairs to Collection Center equipment, containers, small engines, and facility components;
  • Performs welding, fabrication, painting, and repair of roll-off containers and other equipment when trained and assigned;
  • Maintains the yard, shop, storage areas, and equipment areas in a clean, organized, and operational condition;
  • Performs groundskeeping, litter control, sweeping, raking, weed removal, custodial work, and general facility upkeep;
  • Regulates traffic and customer movement to maintain safe conditions for employees, customers, vehicles, and operating equipment;
  • Performs scale house operations, including customer verification, vehicle weighing, waste identification, fee calculation, receipt processing, transaction documentation, and daily balancing;
  • Uses assigned computers, telephones, radios, email, Microsoft Office applications, customer databases, scale software, and other systems adopted for Collection Center operations;
  • Maintains records of waste volume, weight, type, equipment inspections, maintenance, customer transactions, rejected loads, incidents, and other operational information;
  • Completes forms, checklists, logs, work requests, reports, and electronic records accurately and within established timeframes;
  • Provides on-the-job training and functional guidance to less experienced employees as assigned;
  • Assists the Supervisor with identifying maintenance needs, operational supplies, and equipment replacement needs;
  • Performs assigned duties in accordance with the Employee Manual, Department policies and procedures, City ordinances, Collection Center Standard Operating Procedures, records retention requirements, and all applicable federal and state laws, regulations, permits, and regulatory requirements;
  • Safely operates City vehicles;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Must obtain and maintain all licenses, certifications, safety training, and job-specific compliance training required to safely perform assigned duties and comply with applicable laws, regulations, City policies, and Department procedures;
  • May be required to complete OSHA safety training, personal protective equipment training, forklift training, bloodborne pathogens training, confined space awareness, records management training, software training, or other training required for assigned Collection Center duties;
  • Non-traditional work hours may be necessary during evenings, weekends, holidays, emergencies, and special operating conditions;
  • Provides on-the-job training to less experienced personnel as assigned;
  • Maintains the confidentiality of information obtained during the performance of duties; and
  • Performs such other duties as may be assigned.
