The City of Oxnard’s Public Works Department, Environmental Resources Division, is seeking a highly organized and motivated Collections Supervisor to oversee daily commercial solid waste, recycling, and organics collection operations, while also providing operational support.

The ideal candidate will possess strong operational leadership, communication, organizational, and problem solving skills, along with the ability to effectively supervise personnel, coordinate field activities, resolve operational issues, and ensure timely completion of administrative and operational responsibilities.

This position requires a hands-on supervisor who demonstrates accountability, initiative, professionalism, strong follow-through, and effective communication in a fast-paced operational environment.


WHAT YOU’LL DO:
  • Plan, coordinate, prioritize, schedule, assign, and monitor daily commercial solid waste, recycling, and organics collection routes, while providing operational support. 

  • Supervise, train, coach, evaluate, and support assigned staff, including monitoring work quality, productivity, attendance, safety practices, customer service, communication, and adherence to City and Division expectations.

  • Ensure the safe and efficient operation of City vehicles, equipment, tools, containers, and collection systems by assigned staff; monitor and support compliance with applicable local, state, and federal laws, regulations, safety requirements, policies, procedures, and operational standards related to solid waste, recycling, organics, vehicle operations, and workplace safety.

  •  Coordinate training, corrective action, and operational follow-through as needed.

  • Monitor route completion, workload distribution, missed collections, contamination issues, service levels, overtime, vehicle availability, equipment issues, and customer complaints, and recommend or implement operational adjustments as appropriate.

  • Respond to and resolve escalated customer complaints, service inquiries, operational issues, field concerns, and special service needs in a professional and timely manner.

  • Conduct field inspections, route audits, safety observations, service checks, and quality control reviews to ensure work is completed safely, accurately, and efficiently.

  • Investigate and document vehicle incidents, service disruptions, employee concerns, safety issues, customer complaints, and other operational matters, and prepare appropriate reports or recommendations.

  • Maintain, review, and complete operational records and documentation, including work orders, route records, payroll review, inspection records, safety documentation, customer follow up, and other required reports.

  •  Utilize route management software, GPS systems, camera systems, Microsoft Office, Google applications, and related technologies to support efficient operations, operational oversight, documentation, communication, route management, and service delivery.

  •  Serve as a technical resource for assigned staff regarding collection procedures, safe driving practices, vehicle and equipment use, route standards, customer service expectations, and Division procedures.

  • Coordinate with management, other supervisors, drivers, customer service staff, fleet, contractors, vendors, and other City departments to support service continuity and operational needs.

  • Assist with the development and implementation of operating procedures, training efforts, safety initiatives, route improvements, service standards, and continuous improvement efforts.


Payroll/Classification Title: Maintenance Crew Supervisor

SUPERVISION EXERCISED/SUPERVISION RECEIVED:
Incumbents supervise paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Maintenance Specialist, Senior in that it provides direct supervision of assigned crews, staff and/or first-level supervisors.

WORK SCHEDULE: May vary based on operational needs, service demands, staffing levels, emergencies, special events, and departmental assignments. This position primarily supports field operations that may begin during early morning hours and will regularly require Saturday work as part of the normal operational schedule. This position may also be required to work evenings, holidays, and additional hours as necessary. Work is performed in both office and field environments. The City does not offer hybrid or remote work.
