As a Commercial Code Compliance Inspector, you'll perform advanced inspection and enforcement work involving residential, commercial, mixed-use, vacant, unsafe, and deteriorated properties. You'll independently manage cases from initial inspection through resolution, helping property owners understand requirements and take meaningful steps toward compliance.

This is a role for someone who combines technical knowledge with sound judgment, strong communication, and a commitment to public service. You'll interpret codes and ordinances, investigate complex conditions, prepare legally defensible case records, coordinate with multiple City departments, and work with property owners, attorneys, contractors, design professionals, and community stakeholders.

Work Schedule

• Monday-Friday, 8:00 a.m.-5:00 p.m.
• The position is non-exempt and eligible for overtime in accordance with applicable FLSA requirements.
• Work includes both field inspections and office-based case management, documentation, and coordination.

About the Role

The Commercial Code Compliance Inspector performs advanced inspection and enforcement work with limited supervision.

You'll independently investigate and manage cases involving minimum housing, commercial and residential properties, unsafe structures, vacant buildings, nuisances, junk vehicles, repeat offenders, and other code compliance concerns.

The position requires careful analysis and documentation. You'll research property ownership and case history, determine appropriate legal notice, conduct inspections and reinspections, prepare technical reports and enforcement documents, and coordinate with other departments and agencies when issues extend beyond your authority.

You'll also serve as a technical resource to other inspectors and assist with special assignments, emergency situations, hearings, and high-profile or multi-department cases.

What You'll Do

Investigate and inspect properties

• Independently investigate residential, commercial, mixed-use, minimum housing, nuisance, unsafe property, vacant-building, junk vehicle, and repeat-offender cases.
• Conduct routine and complex inspections within Level I authority.
• Evaluate structural, occupancy, means-of-egress, accessibility, sanitation, property maintenance, and life-safety conditions.
• Interpret applicable City ordinances, the International Property Maintenance Code, North Carolina Building Code provisions, approved records, occupancy information, and enforcement history.
• Determine appropriate compliance and enforcement actions within assigned authority.

Manage cases from inspection through resolution

• Independently manage assigned cases through administrative enforcement, hearings, legal referral, repair, demolition, nuisance abatement, lien recovery, or closure.
• Schedule reinspections and verify corrective work.
• Determine when cases can be closed and when additional enforcement or referral is appropriate.
• Maintain awareness of deadlines, follow-up dates, compliance timelines, and case status.

Prepare accurate, defensible documentation

• Research property ownership, title information, and case history.
• Identify parties requiring legal notice.
• Prepare detailed notices, correction schedules, case chronologies, technical reports, repair or demolition documents, rescissions, liens, civil penalties, hearing exhibits, and legal referrals within assigned authority.
• Create and maintain complete case files containing inspection notes, photographs, diagrams, code references, ownership information, notices, correspondence, and follow-up documentation.
• Ensure records are accurate, organized, complete, and support enforcement decisions.

Communicate requirements clearly

• Issue routine notices of violation.
• Explain correction options, compliance deadlines, appeal rights, and potential enforcement consequences to owners, tenants, business operators, property managers, contractors, and other stakeholders.
• Provide respectful customer service during difficult, sensitive, or emotional interactions.
• Communicate technical information in a clear and understandable manner.

Collaborate across departments

• Coordinate cases with Fire, Police, Solid Waste and Recycling, Water Resources, Zoning, and other City departments when conditions involve multiple regulatory responsibilities.
• Refer complex structural systems, changes of occupancy, fire protection, electrical, mechanical, plumbing, accessibility, title, environmental, or legal matters to appropriate Inspector II staff, supervisors, or qualified agencies.
• Work effectively with internal and external stakeholders to move cases toward appropriate resolution.

Support hearings and special assignments

• Assist with preparation for hearings and administrative proceedings.
• Prepare exhibits and supporting case materials.
• Assist with contractor access, nuisance-abatement records, public records requests, and other departmental activities.
• Support special inspections, emergency response, and complex or high-profile cases as assigned.

Support the professional growth of the team

• Review routine case work prepared by Inspector Code Compliance staff.
• Provide field guidance, coaching, training, and technical review.
• Share knowledge and practical approaches that promote consistent, accurate code compliance work.
• Participate in continuing education, professional development workshops, classes, and related activities.

Qualifications

Minimum Qualifications

• High school diploma or GED.
• 1-3 years of related experience in code compliance, inspection, or enforcement. Applicants should clearly indicate this experience on their application.
• Proficiency with Microsoft Office Suite and database software.
• Strong public speaking, written, and verbal communication skills..
• Valid driver's license.

Preferred Qualifications

• North Carolina Building Inspector Level I Certification.
• NCAHCO Housing Code Official Certification within 18 months of the department's required timeframe.
• ICC Property Maintenance and Housing Inspector Certification within 18 months of the department's required timeframe.
• North Carolina Law and Administration course within 18 months of the department's required timeframe.
