ROLE PURPOSECitadel Development Services is a Texas commercial general contractor building ground-up QSR / drive-thru projects (including 7 Brew coffee) and other commercial work across Texas. We project roughly $36M in revenue for 2026 and are scaling toward $60M.
The Construction Accountant owns the day-to-day accounting engine across our entities: AR and progress billing, AP and lien/compliance control, and job-level cost accounting. You keep every job's numbers clean, current, and defensible so leadership, our bank, our surety, and our CPA can trust them as volume grows from $30M to $60M. This is a hands-on, multi-entity role: Citadel Development Services (GC), Citadel Excavation (site work), Citadel Design (design services), and related holding/real-estate LLCs, each major job with its own bank account.
KEY RESPONSIBILITIESAR & Billing· Prepare and submit monthly progress billings (AIA G702/G703 or owner-specific formats) from approved schedules of values, on each owner's/lender's cutoff and draw schedule.
· Build and maintain schedules of values with PMs at contract setup; roll approved change orders into the SOV and billing.
· Track retainage receivable by job and contract; manage retainage release at substantial/final completion, including close-out documents and final lien waivers.
· Package billings with backup owners and lenders require (sub waivers, stored-materials support, insurance certificates).
· Own collections: aging review, follow-up with owners/lenders, and weekly AR status to the Finance Lead.
· Apply cash receipts to the correct entity, job, and bank account.
AP & Compliance· Process subcontractor and vendor invoices; 3-way match to subcontracts/POs (commitments), approved change orders, and PM/field approval before payment.
· Enforce payment-release controls: Texas statutory conditional and unconditional lien waivers (Tex. Prop. Code §53.284 forms) for progress and final payments, collected and logged by job.
· Track retainage payable by subcontract; release only against final waivers and close-out requirements.
· Maintain vendor and subcontractor compliance: W-9s, certificates of insurance (expirations, additional-insured/endorsement requirements), and subcontract execution before payment.
· Prepare weekly check/ACH runs by entity and job bank account for Finance Lead approval.
· Prepare and file year-end 1099s; maintain vendor master data accuracy.
· Apply Texas sales/use tax correctly by contract type (lump-sum vs. separated contracts under Comptroller Rule 3.291; taxable nonresidential repair/remodeling) and support filings [CONFIRM which filings this role owns].
Job Cost & Project Accounting· Set up new jobs, budgets, cost codes, and cost types in [ERP/accounting system — CONFIRM]; keep cost-code structure consistent across jobs.
· Code all costs (AP, payroll/labor, equipment, intercompany charges from Citadel Excavation/Citadel Design) to the correct job and cost code.
· Maintain the change order log: pending, approved, and billed owner change orders and matching subcontractor change orders/commitment changes.
· Produce monthly job cost reports and review budget vs. actual vs. estimate-to-complete with PMs; flag fade, unbilled change work, and cost overruns early.
· Keep Procore and the accounting system in sync (commitments, sub invoices, budgets, job cost), where integrated [CONFIRM integration in use].
Close, Reporting & WIP
· Execute month-end close tasks on a calendar: accruals, job cost cutoff, prepaid/accrued entries, and journal entries.
· Reconcile all bank accounts monthly, including each job-specific account, plus AR, AP, retainage, and inter-company balance sheet accounts.
· Prepare the monthly WIP schedule: contract value, approved change orders, estimated total cost, cost to date, percentage of completion (cost-to-cost), earned revenue, and over/under billings, with PM-reviewed estimates.
· Record revenue under ASC 606 (over-time recognition) and book over/under-billing adjustments.
· Record and reconcile intercompany transactions among CDS, CEDx, Citadel Design, and holding/real-estate LLCs; support eliminations for combined reporting.
· Support year-end audit/review/tax work with the outside CPA: schedules, reconciliations, and sample support.
Cash & Treasury Support· Update the weekly cash flow forecast with actual receipts, scheduled pay apps, AP runs, retainage, and payroll by entity and job account.
· Manage transfers among entity and job bank accounts per approved policy; keep a clear audit trail.\
· Prepare bank covenant and borrowing-base support, and surety reporting packages (WIP, AR/AP agings, financial statements) for the Finance Lead.
Other· Document and improve processes (approval workflows, close checklist, waiver tracking) as volume scales.
· Support payroll-related job cost entries and other accounting projects as assigned.
WHAT SUCCESS LOOKS LIKETargets below are suggested starting points for the Finance Lead to set.
At 90 days· Owns AR, AP, and job cost end to end for all active jobs and entities.
· Every active job has a current SOV, budget, cost codes, and change order log in the system.
· 100% of pay apps submitted by each owner's cutoff.
· No subcontractor paid without an executed subcontract, current COI, W-9, and the required Texas lien waiver on file.
· All bank accounts (including job accounts) reconciled monthly within 10 business days of month-end.
· Month-end close delivered by business day 10, with a first-pass WIP schedule reviewed with the Finance Lead.
At 12 months· Month-end close (including WIP) by business day 7.
· DSO at or below the target set by the Finance Lead (excluding retainage), with a clean retainage-receivable schedule.
· WIP schedule accepted by CPA, bank, and surety with no material restatements; over/under billings explained job by job.
· Inter-company accounts reconciled and in balance every month.
· Weekly cash forecast variance tracked and explained.
· Year-end CPA work completed without significant adjustments from accounting errors.
· Documented close checklist and AP/AR procedures a second hire could follow.
REQUIRED QUALIFICATIONS· 3+ years of accounting experience, including at least 2 years in construction (general contractor or subcontractor) accounting.
· Hands-on AIA G702/G703 progress billing, schedules of values, and retainage tracking.
· Construction AP: commitment/PO matching, lien waivers, COI and W-9 compliance, 1099s.
· Job costing with cost codes; working knowledge of WIP schedules, percentage-of-completion revenue, and over/under billings.
· Account reconciliations and month-end close experience.
· Advanced Excel (lookups, pivot tables, reconciliations).
· High accuracy, sense of urgency on deadlines, and comfort working directly with PMs and subcontractors.
PREFERRED QUALIFICATIONS· Bachelor's degree in accounting or finance.
· Texas construction experience, including Texas statutory lien waivers and Texas sales/use tax for contractors.
· Multi-entity and inter-company accounting experience.
· Experience preparing WIP and supporting surety and bank reporting.
· Experience supporting CPA audits or reviews.
· Progress toward CPA or CFMA's CCIFP credential.
