Location: Dallas, TX
 

Job Description:

The Project Executive will lead HITT’s government construction projects throughout the Dallas market, including federal, state, municipal, and other public-sector work. This individual will oversee the complete project lifecycle, from preconstruction, estimating, and procurement through construction, commissioning, and final closeout.

In addition to providing executive oversight of active projects and project teams, the Project Executive will play a significant role in business development. This includes maintaining relationships with government clients and contracting officers, leading project pursuits, and identifying new opportunities that support the continued growth of HITT’s Government practice in Dallas.
 

Responsibilities:

  • Maintain adherence to HITT’s safety standards and ensure all project processes comply with company policies and applicable government requirements.
  • Provide executive-level oversight of multiple government and public-sector construction projects.
  • Lead projects from preconstruction and estimating through construction, turnover, commissioning, and final closeout.
  • Lead preconstruction efforts, including constructability reviews, budgeting, scheduling, value engineering, procurement planning, and subcontractor engagement.
  • Develop, review, and validate detailed estimates, scopes of work, bid packages, and subcontractor leveling.
  • Maintain a strong understanding of government procurement processes, public bidding requirements, labor regulations, and contract compliance.
  • Lead responses to RFPs, RFQs, and other government solicitations in partnership with the Preconstruction and Business Development teams.
  • Lead project interviews, presentations, technical proposals, and pursuit strategies.
  • Identify and pursue new business opportunities while expanding HITT’s presence within the Dallas government construction market.
  • Build and maintain relationships with government agencies, contracting officers, architects, consultants, subcontractors, and industry partners.
  • Review and negotiate contract terms while managing project risk and protecting HITT’s interests.
  • Ensure compliance with applicable federal, state, and local regulations, including reporting, documentation, wage, safety, and subcontracting requirements.
  • Monitor project performance through updated schedules, cost reports, forecasts, and operational reviews.
  • Maintain accountability for project profitability, financial performance, quality, schedule, compliance, and client satisfaction.
  • Ensure project-specific quality control and safety plans are developed, implemented, and followed.
  • Assist project teams with resolving subcontractor scope gaps, coordination challenges, contractual issues, and government compliance matters.
  • Identify, document, and negotiate change orders, requests for equitable adjustment, and schedule extensions when justified.
  • Ensure timely completion of project turnover, punch-list, commissioning, training, documentation, and closeout activities.
  • Provide leadership, mentorship, and professional development to Project Managers, Assistant Project Managers, Project Engineers, and other operations team members.
  • Partner with field leadership to ensure project teams are properly staffed and positioned for success.
  • Delegate responsibilities effectively and provide the direction and resources necessary for project teams to perform at a high level.
     

Qualifications:

  • 10 or more years of commercial construction experience, including significant experience with a commercial general contractor.
  • Demonstrated experience delivering government, federal, municipal, or other public-sector construction projects.
  • Proven ability to oversee projects throughout the complete lifecycle, from preconstruction and estimating through final closeout.
  • Strong understanding of government contracting, procurement, documentation, and compliance requirements.
  • Experience working with government contracting officers, agency representatives, design teams, and third-party inspectors.
  • Strong estimating experience, including the ability to develop and evaluate budgets, detailed scopes of work, bid packages, subcontractor proposals, and cost comparisons.
  • Established business development experience with a demonstrated ability to develop client relationships, lead pursuits, and secure new work.
  • Strong knowledge of the Dallas and Texas government construction markets is preferred.
  • Previous experience leading multiple projects and project teams simultaneously.
  • A four-year degree from an accredited university with a concentration in construction management, engineering, architecture, or business is strongly preferred. Additional relevant experience may be considered in lieu of a degree.
  • Advanced knowledge of construction drawings, specifications, contracts, schedules, cost reports, and project documentation.
  • Knowledge of current market conditions, including pricing trends, subcontractor availability, procurement challenges, and construction methods.
  • Proficiency with Microsoft Office, Microsoft Project, Procore, Bluebeam, Adobe, JD Edwards, and other project-specific software platforms.
  • Ability to meet project-specific background screening, badging, security-clearance, or access requirements.
     

 Technical Experience:

  • Strong working knowledge of Other Transaction Authority agreements, FAR and DFARS requirements, federal acquisition processes, and government contracting procedures.
  • Experience with federal delivery methods, including Design-Bid-Build, Design-Build, IDIQ, MATOC/MACC, JOC, and task-order contracting.
  • Experience working with agencies such as USACE, NAVFAC, GSA, DoD, VA, DHS, or other federal owners is strongly preferred.
  • Understanding of federal compliance requirements, including Davis-Bacon and prevailing-wage requirements, certified payroll, Buy American and Build America, Buy America requirements, domestic sourcing, subcontracting plans, and small or disadvantaged business participation.
  • Familiarity with government change management, requests for equitable adjustment, claims, equitable adjustments, differing site conditions, and contract documentation.
  • Ability to interpret solicitation requirements, RFPs, government contracts, specifications, amendments, and flow-down provisions.
  • Understanding of federal safety and quality-control requirements, including EM 385-1-1, where applicable.
  • Experience managing required government reporting, documentation, inspections, testing, commissioning, and closeout procedures.
