POSITION REPORTS TO: Solid Waste Supervisor, Solid Waste Foreman

BLS COMPARABLE: 53-7081, Refuse and Recyclable Material Collectors; 53-3032, Truck Drivers, Heavy

LEADERSHIP: Serves as lead worker for vehicle crew and provides co-worker leadership to others through motivation, team building, and providing feedback.

  • As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
  • Possession of a valid Oklahoma Class B CDL without an airbrake restriction and with an acceptable driving record.

POSITION PURPOSE: To provide quality of life to Enid residents through the efficient removal of waste refuse from commercial locations as designated by established stops.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Drive trucks along frequently changing routes defined by commercial stops, such as malls, alleys, schools, shopping areas, etc. Memorize and recall stops, or routes and number of times picked up per week. Follow specific customer pick-up requirements.
  • Maneuver trucks in tight and limited spaces. Operate automated or semi-automated hoisting devices that move, position, and raise refuse bins and dump contents into openings in truck bodies. Frequently operate levers that compress collected refuse.
  • May work alone or may be responsible for oversight of one collector to ensure compliance with City of Enid procedures and safety policies and prompt reporting of accidents, injuries, etc.
  • Drive to disposal sites to empty trucks that have been filled; use shovel to clean out debris behind blade.
  • Evaluate properly and improperly loaded commercial dumpsters and determine safe disposal in order to prevent vehicle damage, personal injury, and spillage.
  • Maintain awareness of surrounding power lines, buildings, and related overhead safety hazards that may conflict with operations of front- or rear-end loaders.
  • Serve as custodian of customers' keys to access locked gates securing dumpsters. Manually open gates. Use shovel to remove snow or ice that may prevent gates from opening.
  • Operate other specialized equipment to include clam shell, boom truck, and roll-off truck periodically.
  • Connect and disconnect hoses and electricity when using the roll-off truck.
  • Inspect dumpsters, report conditions, and request welding for minor repairs.
  • Direct and assist collector in loading and unloading truck with mechanized equipment.
  • Communicate by radio with dispatchers concerning delays, unsafe sites, accidents, equipment breakdowns, and other maintenance problems.
  • Perform pre- and post-shift inspection of vehicle. Check oil, grease mechanisms, and wash and fuel vehicle.
  • Climb ladder to clean, inspect, and service trucks and compactor bodies after routes have been completed. Fill out required reports for defective equipment or vehicular damage.
  • Keep records of current stops, delinquent stops, damaged or blocked dumpsters, mileage, hours, etc.
  • Talk with commercial customers and business owners to resolve minor customer concerns and refer customer complaints or questions to Public Services and report problems to supervisor.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

QUALIFICATIONS

EDUCATION/EXPERIENCE:

High school diploma or equivalent preferred. One-year previous truck or equipment driving experience is preferred.

CERTIFICATES/LICENSES:

Valid Oklahoma Class B CDL without air brake restriction on hire.

Completion of Solid Waste Defensive Driving (within one year).

REQUIRED KNOWLEDGE:

Mechanical: Knowledge of motor vehicles including air brakes and hydraulics.

Specialized: General comprehension of ordinances regulating refuse disposal. General working knowledge of city streets.

SKILLS/ABILITIES:

  • Ability to identify hazardous materials.
  • Ability to work independently.
  • Ability to maneuver truck in tight and limited spaces.
  • Accurate and attentive to detail.
  • Ability to assist and support others.
  • Proficient ability to operate packer, front-end loader, roll off, and boom trucks as well as other trucks and sanitation equipment as necessary.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:

Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.

VISUAL ABILITIES:

Normal vision, with or without corrective lenses, distance vision, color vision, peripheral vision, and ability to adjust focus and judge distances.

PHYSICAL STRENGTH:

PDC Level: Heavy Employee lifts/carries 50 lbs. occasionally (less than 33% of the time or over 1-100 times a day). Requires a pull exertion of force of 90 lbs. Ability to ascend/descend 18" step. Prolonged sitting while operating vehicle.

LANGUAGE/COMPREHENSION:

Ability to read and comprehend simple instructions, short correspondence and memos.

Ability to write simple correspondence.

Ability to determine locations on a city map.

REASONING ABILITY:

Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.

Ability to deal with problems involving several concrete variables in standardized situations.

MATHEMATICS ABILITY:

Ability to perform very basic math skills including adding and subtracting two-digit numbers, multiplying and dividing with 10's and 100's.

Ability to perform these operations using units of money and weight or distance measurement.

WORK SCHEDULE/HOURS:

Variable - 4:30a.m. until route completion

Routes worked 5 days a week, Monday through Friday.

Overtime, weekend work, and most holidays.

Attendance at safety meetings.

Other - Variable lunch break in coordination with co-workers and route locations.

WORK CONDITIONS:

Outdoors but in an enclosed vehicle with periodic exposure to weather conditions (rain, heat, snow, wind, etc.) and extremes in temperature.

NOISE LEVEL:

Loud. Hearing protection as required.

OTHER WORK CONDITIONS:

Danger of overhead electrical line contact.

Work near moving mechanical parts.

Work in high volume traffic areas.
