Commerical Manager

Position Summary

WSP USA is seeking a Commercial Manager to strengthen project performance across the Property & Buildings (P&B) lifecycle from opportunity planning through execution, review, recovery, and closeout. This role partners with business and regional leadership and connects project teams with Operations, Finance, Legal, Strategic Growth, Quality, Health & Safety, and other enabling functions to improve governance, financial performance, risk management, and consistent delivery practices.

The role combines portfolio-level leadership with hands-on governance and program implementation. It leads high-risk opportunity and project reviews, establishes scalable processes and tools, builds project management capability, supports organizational change, and provides clear executive insight on delivery priorities and risk exposure.

Your Impact

Strategic Leadership and Business Partnership

• Act as the regional project delivery partner to P&B leadership, advising on delivery performance, priorities, risk exposure, and improvement opportunities.

• Translate business strategy into practical delivery programs, governance requirements, training, tools, and performance-improvement initiatives.

• Coordinate across regions, business lines, and enabling functions to align practices, resolve complex execution issues, and support organizational change.

• Provide executive-level updates, commercial insight, and risk assessments that support informed leadership decisions and escalations.

Governance, Risk, and Approval Processes

• Lead and continuously improve P&B's project review and approval processes, including Regional Delegation of Authority (RDOA) and President's Review Committee risk-review workflows.

• Review opportunity and project information for completeness, approval requirements, contractual and pricing risk, elevated standard of care, and mitigation documentation.

• Coordinate with Legal, Finance, Strategic Growth, business leadership, Quality, Health & Safety, Ethics & Compliance, and project teams to support risk-based decisions.

• Facilitate governance reviews, document decisions and approval conditions, track follow-up, and maintain audit-defensible records.

• Oversee contractual risk, work-at-risk, change management, contingency usage, disputes, escalations, and recovery planning.

Project Performance and Portfolio Oversight

• Oversee portfolio performance processes, including readiness reviews, monthly and enhanced project reviews, financial health checks, audits, and closeout reviews.

• Use financial and operational data to identify trends, root causes, and projects requiring additional oversight or intervention.

• Partner with project and financial leaders to improve forecasting, estimates to complete, margin protection, cash performance, invoicing, collections, and recovery planning.

• Guide teams in mitigation and recovery plans for projects that deviate from scope, schedule, budget, risk, quality, safety, or client expectations.

• Promote disciplined project setup, planning, controls, documentation, reporting, and formal closeout.

Standards, Tools, and Continuous Improvement

• Develop and continuously improve delivery standards, procedures, templates, checklists, dashboards, guides, and communication materials.

• Oversee adoption of the Project Delivery Management System (PDMS) and related delivery, financial, approval, contract, and reporting tools.

• Simplify workflows, reduce duplication, and coordinate cross-functional solutions that improve consistency, efficiency, and user experience.

• Capture lessons learned and best practices, convert them into practical improvements, and share them across P&B and broader delivery communities.

• Represent P&B in U.S. and global delivery initiatives, working groups, platform development, and process-design efforts.

Training, Capability, and Team Enablement

• Develop onboarding, role-based training, lunch-and-learns, job aids, and learning resources for project managers, project directors, regional delivery leaders, coordinators, and support teams.

• Provide coaching on delivery requirements, project management plans, quality plans, risk management plans, safety plans, commercial controls, and governance processes.

• Support project management leveling, development, accreditation, and broader workforce capability initiatives.

• Establish consistent expectations and operating rhythms for regional project delivery leads and related support roles.

• Promote accountability, ethical decision-making, continuous improvement, quality, safety, and client-focused delivery.

Qualifications

Required Qualifications

• Bachelor's degree in engineering, geology, construction management, project management, business, finance, or a related discipline, or equivalent relevant experience.

• At least 5 years of progressive experience in project delivery, project or program management, operations, risk management, quality, commercial management, project coordination or controls, or a related field in professional services or engineering consulting.

• Experience managing multiple projects or initiatives in a fast-paced, changing environment with competing priorities and deadline pressure.

• Demonstrated ability to lead complex, cross-functional initiatives and influence senior leaders without direct reporting authority.

• Advanced knowledge of project lifecycle governance, project controls, financial management, risk assessment and mitigation, contractual and commercial risk, quality management, and audit or compliance practices.

• Experience facilitating high-risk project or opportunity reviews and communicating decision-ready information to executive audiences.

• Proven ability to create and implement scalable processes, policies, procedures, templates, training, and change-management programs.

• Exceptional written and verbal communication skills, including concise executive communications and detailed, audit-defensible documentation.

• Strong analytical, critical-thinking, organizational, and problem-solving skills with sound judgment on sensitive or high-risk matters.

• Advanced proficiency with Microsoft 365 applications and ability to work effectively with project financial, workflow, reporting, and dashboard tools.

• Ability to work independently with broad direction, escalate decisions through appropriate governance channels, and travel occasionally as business needs require.

Preferred Qualifications

• Project or Program Management Professional (PMP) certification, such certified associate in project management (CAPM) or PMP.

• Experience supporting a geographically dispersed, multidisciplinary Property & Buildings or professional services organization.

• Experience with enterprise project delivery systems, approval workflows, financial transformation, data visualization, process automation, and digital tool implementation.

• Experience designing and delivering project management, quality, risk, commercial, or governance training for varied audiences.

Compensation:

Expected Salary (all locations): $83,000 - $126,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. Expected Salary (Colorado only): $83,000 - $126,000
