Key Project Requirements:
- 10+ years of commissioning, startup, operations, engineering, or technical procedure development experience supporting utility-scale power generation or large industrial projects.
- Demonstrated experience developing commissioning, startup, operational, or system test procedures for mechanical, electrical, protection, controls, SCADA, BESS, and Balance of Plant (BOP) systems.
- Strong understanding of commissioning methodology, system turnover, engineering documentation, startup execution, and operational readiness.
- Proven ability to interpret P&IDs, single-line diagrams, protection schemes, control narratives, logic diagrams, vendor manuals, and engineering deliverables to develop detailed commissioning procedures.
Job Summary:
NAES is seeking an experienced Commissioning Procedure Writer to support commissioning activities for a large-scale power generation project in Texas. This position is responsible for developing, reviewing, and maintaining commissioning procedures that support the safe and efficient startup of plant systems and equipment. Working closely with engineering, commissioning leadership, OEM representatives, and construction teams, the Commissioning Procedure Writer will transform engineering documentation into clear, executable field procedures supporting gas turbines, reciprocating engines, electrical systems, protection systems, SCADA, BESS integration, and Balance of Plant systems from system turnover through commercial operation. This is primarily a remote position; however, limited travel to the project site may be required to support engineering reviews, procedure validation, and commissioning activities.
Essential Duties and Responsibilities:
- Develop commissioning, startup, functional testing, and operational procedures for gas turbines, reciprocating engines, HV substations, MV/LV electrical systems, SCADA, DCS, BESS, and Balance of Plant systems.
- Review engineering deliverables including P&IDs, single-line diagrams, protection schemes, relay settings, control narratives, logic diagrams, vendor documentation, and operating philosophies to develop detailed commissioning procedures.
- Develop procedures supporting relay protection testing, DCS integration, loop checks, system flushing, restoration activities, black start, and system recovery.
- Collaborate with commissioning leadership, engineering, construction, OEM representatives, and operations personnel to ensure procedures accurately reflect project requirements and field conditions.
- Revise and maintain commissioning procedures throughout the project lifecycle based on engineering changes, field feedback, and commissioning results.
- Support procedure reviews, engineering reviews, constructability reviews, and commissioning readiness activities.
- Assist with development of system test packages, turnover documentation, commissioning work packages, and operational readiness documentation.
- Support field commissioning teams by addressing procedure revisions and technical questions during startup, testing, and performance validation activities.
Job Requirements:
- Strong understanding of commissioning methodology, startup planning, system turnover, and performance testing for utility-scale power generation facilities.
- Experience developing commissioning procedures for gas turbines, reciprocating engines, electrical systems, SCADA, protection systems, BESS, and Balance of Plant equipment.
- Strong knowledge of HV substations, protection systems, SCADA, DCS integration, and power plant operations.
- Ability to interpret engineering drawings, P&IDs, single-line diagrams, relay drawings, logic diagrams, technical specifications, vendor documentation, and OEM manuals.
- Excellent technical writing, communication, organizational, and document management skills.
- Experience working with EPC contractors, OEM representatives, and multidisciplinary commissioning teams.
Education / Experience:
- 10+ years of commissioning, startup, engineering, operations, or maintenance experience supporting utility-scale power generation, utility, industrial, or energy infrastructure projects.
- Previous experience developing commissioning or startup procedures for gas turbines, reciprocating engines, HV electrical systems, SCADA, BESS, protection systems, and Balance of Plant equipment is strongly preferred.
- Experience supporting behind-the-meter generation, microgrids, utility interconnections, or data center power infrastructure is highly preferred.
