COMMUNICATIONS & MARKETING SPECIALIST

POSITION SUMMARY

Under general supervision, performs daily work assignments for the Communications & Marketing Division of the Community Services Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS

Required:

  • Associate's degree in Business Administration, Marketing, Communications, or a related field;
  • Two (2) years of experience in the field of public relations, managing community programs, communications or other relevant experience;
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Desired:

  • Bachelor's degree (BS/BA) from an accredited college or university with major coursework in communications, journalism, government, business, public administration, general management, or another related discipline.
  • Experience with managing social media accounts for a government entity or a large organization.
  • Experience with website design and maintenance.
  • Experience with online graphic design software/tools, photography, and video editing.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Provides complex, responsible, and administrative support in the overall administration of City communications and marketing and public relations;
  • Serves as the contact for information needs for the City, including serving as a City spokesperson to relay public information via Public Service Announcements (PSAs);
  • Maintains the City website in cooperation with the City's IT contractor, including the management of its design and content;
  • Assists with community awareness programs; promotes community awareness through established programs and organizations; oversees internal and contractually provided services in relation to civic outreach, special events, and city/community-based projects;
  • Locate, research, and pursue opportunities for City campaigns and community events; tracks analytics and campaign performance metrics, adjusting content strategies to improve effectiveness; reports effectiveness to leadership;
  • Creates new campaigns to promote the activities of other City departments;
  • Prepares fact sheets, brochures, and other special information resources;
  • Creates, produces, and distributes digital and print marketing materials to promote City events, programs, and public information to ensure broad community reach;
  • Creates and electronically publishes the City newsletter, profiles, and other informative materials;
  • Conducts research, writes, designs, maintains, and edits copy for speeches, press releases, exhibits, promotional materials, informational brochures, and web pages; design or identify and incorporate original graphics and photographs in such materials to educate and provide information on services;
  • Takes photographs and/or records videos for promotional purposes;
  • Partners with cross-functional teams to create and edit content, write copy for ads, briefs, emails, presentations, press releases, and marketing materials, and create other content;
  • Contributes ideas and concepts for marketing programs designed to promote and grow Alamogordo;
  • Works effectively with internal and external stakeholders to promote programs that are impactful to the community;
  • Assists in branding programs and messaging for different personas;
  • Trains and supports website liaisons of other City departments related to maintaining and/or updating their respective home pages, and to ensure timely, accurate content updates and consistent messaging across all City webpages;
  • Acts as liaison with business and community groups;
  • Oversees internal and contractual services in relation to civic outreach, special events, and community-based projects;
  • Monitors projects and campaigns to optimize performance based on industry best practices;
  • Produces, analyzes, and maintains metric reports on marketing, visiting effectiveness, and business impact;
  • Performs as a responsible steward of the public trust and strives for excellence in public service, enhancing the quality of life for all;
  • Presents a professional, friendly, courteous image of the City to the public and public officials;
  • Interprets, communicates, and applies rules, procedures, and policies; answers questions where judgment, knowledge, and interpretation of City policies, procedures, and regulations are necessary;
  • Composes and prepares correspondence (on occasion, confidential), reports, and other complex documents; maintains accurate and detailed records and logs;
  • Responsible for representing the City of Alamogordo's identity, what it does, who it is, the quality of services, reputation, and trustworthiness through the marketing concept of branding;
  • Responds to requests for information and coordinates its dissemination to the media, community groups, and the public or designates another information source; facilitates the accurate coverage of issues by the media developing public relations and public information delivery strategies; prepares script and represents the City;
  • Creates, edits, and manages social media content across multiple platforms, using analytics and industry best practices to increase engagement, reach, and public understanding of City services; creates posts and content following established policies and guidelines set by the City;
  • Acts as a point of contact and develops information programs alerting the public in advance of capital improvement projects, including street, drainage, sewer, and water projects, etc. and how the projects will affect certain areas and conditions, i.e., water outages, increased dust, street and alley closures, the presence of heavy equipment, notice;
  • Fields questions, concerns, and complaints from the public, routing these to the appropriate personnel and monitoring the City's response;
  • Safely operates a City vehicle;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Must obtain and maintain required license(s);
  • At times, non-traditional work hours may be necessary including evenings, weekends, holidays, or during/following natural disasters and emergencies;
  • Serves in an on-call capacity on a rotating basis;
  • Maintains the confidentiality of information obtained during the performance of duties; and
  • Performs such other duties as may be assigned.
