Job Description

Performs basic work in regard to recording of Board of Commissioners' meetings and production of large format printed materials for Onslow County departments, and related work as apparent or assigned. Work is performed under the general supervision of the Public Affairs Manager or as assigned.

Position Responsibilities

  • Produces the live streaming of board meetings, while simultaneously managing audio visual capabilities and needs during board meetings.
  • Operates audio/visual systems integrated with video conferencing, projection, audio, video recording, playback and remote-control devices.
  • Assists with the coordination of AV support for County events held at public facilities, which may include interaction with vendors and other facility support staff.
  • Produces high quality printed materials on a variety of substrates using wide format latex ink printer
  • Operates and maintains professional-grade cameras, lighting equipment, and audio recording devices to capture high-quality visual and audio content.
  • Coordinates with vendors as needed for the delivery, installation, operation and retrieval of audio/visual equipment for County facilities.
  • Recommends and implements new digital content strategies, technologies and equipment.
  • Maintains A/V equipment and supplies inventory; monitors the repair and replacement of non-working, damaged and/or obsolete equipment.
  • Provides backup support for video conferences, which may include consulting with staff and vendors to determine requirements, and monitoring meetings as required.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteers.
  • Other duties as assigned.

Qualifications

Excellent oral and written communication skills to be able to effectively communicate with individuals at all organizational levels. Detail oriented with strong analytical and problem-solving skills. Excellent multi-tasking, time-management and strong interpersonal skills for effective interaction with internal and external customers and building relationships with various contacts. General knowledge of public relations and principles and practices of public affairs and media relations, journalism, media, marketing and government. Knowledge of writing and editing. Skill in the use of computer equipment and software including Microsoft Office and Adobe Creative products. Ability to gather and analyze information on a variety of subjects and to disseminate that information. Ability to establish and maintain effective working relationships with County officials, news media and the general public.

Education, Experience, and Special Requirements

Associate's degree or above related to Video Production, Multimedia Communications, Mass Communications, Journalism, Graphic Design Information Technology, Computer Science, Communication Arts or similar field and three (3) years of experience with audio visual technologies or video production, or equivalent combination of education and experience.

Special Requirements:

  • Thorough knowledge of and proficiency in video production equipment and software and Adobe Creative suite programs.

  • Ability to attend regular evening meetings of elected boards to live stream and support with AV needs.

  • Knowledge of large format printing processes.

  • Creston Systems experience preferred.

Salary will be determined based on qualifications, internal equity, budget and market considerations.

North Carolina Local Governmental Employees Retirement System

Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k

The County contributes 1% of employees gross salary into the 401(k) account regardless of the employees deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

Vacation Leave

Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.

Sick Leave

Regular full-time employees earn 12 days of sick leave per year.

Paid Holidays

County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

ComPsych Mental Health Services

The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools.

Supplemental Benefits

County employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
