The ideal candidate will Performs highly responsible administrative work directing the Citys community growth and development activities. The employee in this classification is responsible for managing and directing the Community Development Department, including but not limited to; comprehensive planning, zoning & development plan review, citywide economic development, building permitting, inspections, and Code Compliance.

Duties & Responsibilities

  • Plans and directs the activities involved in administering City codes through permits, inspections, and development review.
  • Directs the preparation and implementation of the Department budget.
  • Prepares and submits Department procedural and operational recommendations to City Managers Office.
  • Handles department personnel matters including but not limited to; corrective action, coaching, employee performance, employee hiring, and staff assignment.
  • Confers with individuals, citizen groups, civic and homeowner associations, business organizations, consultants, governmental agencies (county, state, and federal) and other City departments in addressing planning and development related concerns and issues.
  • Supervises the work of planning, zoning, and landscape consultants; including comprehensive planning, neighborhood planning and major zoning code amendments.
  • Coordinates and balances the interests of private development with those of the public to encourage and development and redevelopment consistent with the Comprehensive Plan, Community Redevelopment Area Plan, Neighborhood Plans, and applicable zoning regulations.
  • Serves as Department liaison to the City Manager, City Commission, Planning and Zoning board, other City departments, the public and governmental agencies, including but not limited to, the Florida Department of Community Affairs (State Planning Agency), Florida Department of Transportation, Broward County Planning Council, and the Broward County School Board.
  • Prepares text amendments to the City Comprehensive Plan, Land Development Code, and City Code of Ordinances.
  • Supervise Department staff, budget and daily operations for all four divisions (Building, Planning, Code Compliance and Beach Rangers.
  • Supervise the enforcement of the citys parking regulations throughout the city (included but not limited to the Beach, City Hall and Downtown).
  • Supervise the Special Magistrate Hearings and contract for Special Master.
  • Directs and manages the development review process.

Qualifications

Whats required: (Minimum Requirements)

  • Bachelors Degree in Regional and Urban Planning or related field.

  • Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

  • Seven (7) years of progressively responsible supervisory/management experience in public administration, to include planning and development services experience.

  • Possession of a valid driver's license with overall good driving record required. If driver's license is out of state, must be able to obtain a Florida driver's license within 30 days of hire date.

  • Masters degree in Regional and Urban Planning or related field.

  • Ten (10) years of increasingly responsible supervisory/management experience in public administration, to include planning and development services experience.

  • AICP Certification.
