Planner I - Grade 14: ($26.13 - $39.35 DOE) - Bachelor's degree from an accredited college or university in urban or regional planning, geography, architecture, landscape architecture, public administration, or a closely related field. Entry-level; professional experience is not required. Relevant internship, technical support, public-sector, or development-related experience is desirable. An equivalent combination of directly related education and experience (equal to four years) that provides the required knowledge, skills, and abilities may be considered.Planner II - Grade 16: ($28.80 - $43.38 DOE) - Bachelor's degree from an accredited college or university in urban or regional planning, geography, architecture, landscape architecture, public administration, or a closely related field. Three (3) years of progressively responsible professional planning, development review, land use administration, or closely related experience, including independent management of projects or applications. An equivalent combination of directly related education and experience (equal to 7 years) that provides the required knowledge, skills, and abilities may be considered.Department:Community DevelopmentPosition Reports to:Community Development Director Pay Grade:14/16Employment Type:Full-timeExempt/Nonexempt:Non-exemptDescription:Under the direction of the Community Development Director, performs entry-level professional planning work supporting the administration of the City's land use regulations and adopted plans. Reviews routine and moderately complex applications, assists applicants and the public, prepares reports and presentations, maintains accurate records, and contributes to planning studies and process improvements. Duties:Planner I:Reviews and analyzes land use, subdivision, site plan, zoning, building permit, sign, annexation, development agreement, design, and related applications for completeness and compliance with adopted plans, regulations, policies, and applicable law.Prepares and presents staff reports, findings, notices, ordinances, resolutions, agreements, policy recommendations, maps, graphics, and technical analyses to decision-makers and public audiences.Coordinates multidisciplinary review with City departments and outside agencies; facilitates meetings, identifies conflicts or gaps, develops options, and escalates unresolved issues appropriately.Manages assigned cases within established workflows; tracks deadlines, reviews comments, required actions, decisions, and records through completion.Researches, interprets, and applies the General Plan, land use regulations, development standards, maps, plats, plans, development agreements, adopted policies, and administrative procedures; prepares defensible findings, recommendations, and conditions of approval.Drafts, prepares, and presents staff reports, findings, notices, correspondence, ordinances, resolutions, agreements, policy recommendations, maps, graphics, presentation materials, and technical analyses to decision-makers and public audiences.Provides accurate, courteous assistance to applicants, property owners, design professionals, residents, and City staff regarding application requirements, procedures, and adopted regulations. Maintains accurate information in permitting, records-management, GIS, and project-tracking systems; conducts site visits and field research as needed. Assists, leads, or substantially contributes to plan and code amendments, planning studies, public engagement, data analysis, and implementation of adopted plans and policies.Identifies recurring issues and documents and/or develops and maintains standard operating procedures, checklists, templates, guidance, code interpretations, tracking practices, and other tools that promote consistency and institutional knowledge.Planner II:All duties of a Planner I but enhanced in terms of scope, complexity, and responsibility.Independently manages complex or multilayered development applications and planning projects from initial inquiry or preapplication through final action and required follow-through.Evaluates workflows and service performance, uses data and stakeholder feedback to identify problems, and recommends and implements practical improvements.Provides technical guidance, training, quality review, and project-based coordination to Planner I, interns, consultants, or other staff as assigned. All other duties as assigned.Qualifications:Must have a valid Utah Driver's License.KNOWLEDGE, SKILLS, AND ABILITIESMust be able to use a variety of related computer software, including GPS and GIS systems and data. Must be about to work well under pressure. Must become familiar with the City's zoning and building codes. Must be able to prepare concise and accurate reports. Must have courteous telephone skills and be able to work well with the public and staff. Must be able to take accurate, detailed minutes of various meetings. Must become familiar with City, state, and federal requirements as they pertain to minutes, codes, and the various boards or commissions.Physical Demands:Must be able to sit for extended periods of time. This job requires a significant amount of time at a computer screen and using a keyboard for data entry. Must be able to bend, stoop, and lift up to 25 lbs. occasionally.Drug screen and background checks performed
